This position is an information technology leadership position within the Judiciary Data and Analysis Office (JDAO) as the Chief of the Data Management Division. The Data Management Division provides for the development, implementation, and support of judiciary data applications and data analysis capabilities. The incumbent in this position will report to the Chief of the Judiciary Data & Analysis Office. (Other leadership positions within JDAO are for divisions related to Data Production and Analysis, Data Governance, and Operations Management.)
This position is multi-faceted and includes technical architecture, design, business intelligence and application development, as well as project management. This position demands strong leadership, superior communication, collaboration and problem-solving skills. The incumbent will work in a fast paced, customer-focused where deliverables must be completed within the prescribed quality, timeframe, and funding parameters.
This is a high-profile position and will require the ability to communicate and interface with senior management officials and court personnel.
Specific duties of the position include, but are not limited to the following:
1. Providing strategic leadership and management for the continued development and evolution of the enterprise data warehouse. This includes staying informed about and reviewing emerging technologies to augment the existing data warehouse environment to expand the breadth and depth of business intelligence and data analytic capabilities in the creation of a dynamic, logical data warehouse platform;
2. Implementing data strategies through data and technology platforms and products including building data flows necessary to establish an enterprise level data warehouse through the consolidation and/or integration of multiple data warehouses and data marts; and providing strategic leadership and management on data warehousing capabilities regarding structured, unstructured, and semi-structured data;
3. Serving as the primary customer service interface with partner offices that provide data into or request data from the Enterprise Data Warehouse, including efforts to better align the enterprise data warehouse with other major data platforms and systems within the agency;
4. Providing leadership to two branches within the Division of Data Management including (a) architecture and development branch; and (b) operations and maintenance branch. This includes staff of approximately 50 employees (two-thirds of whom are contractual; one-third federal) focused on a broad range of information technology initiatives, which include all aspects of program and application development including defining, designing, developing, testing, implementing, and supporting the various programs and software applications; and conducting the full range of managerial responsibilities including personnel actions, performance appraisals and the oversight of time and attendance;
5. Serving as a member of the Judiciary Data and Analysis Office leadership team that includes the Office Chief, and three peers (division chiefs for data governance, production and analysis, and operations management). Working collaboratively and transparently across this leadership team to the benefit of the office and its key internal and external stakeholders;
6. Working collaboratively with the Operations Manager to develop, manage, track, and report on large, multi-million dollar special information technology projects; and providing technical expertise for the acquisition planning process, which includes: determining technical requirements, conducting market research; preparing purchase requests, drafting statements of work; cost estimates; conducting proposal evaluations; and monitoring vendor performance and work products; and
7. Developing and presenting non-technical briefings and presentations to a variety of stakeholders, committees and working groups.
