THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.
This is a public notice announcement; under this recruitment procedure, each location/installation, identified in this public notice will make selections for vacancies as they occur. MINIMUM QUALIFICATIONS FOR THE GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level in the Federal Service performing the following duties: 1) Analyzing and prioritizing facility and/or equipment requirements against mission and customer needs; 2) Preparing and/or providing input to budget information based upon plans for maintenance, repair work, alteration project, etc.; 3) Monitoring day-to-day operations for facility sustainment in support of utility systems, heating and air conditioning systems, building repairs and alterations; and 4) Ensuring that available resources are leveraged in a manner to expedite facility sustainment operations. MINIMUM QUALIFICATIONS FOR THE GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 level in the Federal Sector performing work that involves 1) Developing long range plans, policies, and goals for facility and/or equipment programs; 2) Providing technical support for development of utilities contracts; 3) Developing cost estimates that include projections of utility usage, workload, manpower, and overhead costs; 4) Providing guidance on planning, budgeting, cost management, operation, personnel management for related programs; and 5) Advising an organization on facilities management requirements.
