Major Duties:
1. Incumbent is responsible for the personnel management program for the MCA Program Analyst teams, performing or overseeing a full range of human resources requirements. Performs the full range of personnel management and administration and acts as a liaison with Human Resources Management Service concerning personnel-related matters. Provides advice and assistant to staff concerning Federal and agency personnel process and procedures.
2. The incumbent provides oversight and supervision of staff by assigning, directing, and reviewing the work of employees, evaluating their work performance, awards, quality increases, disciplinary actions, and separations, solving problems related to work supervised, determining material, equipment and facilities needed and explaining management policies and goals to enlist employee support.
3. Responsible for ensuring appropriate staffing levels and manages the time and attendance of staff by rendering leave approval and timecard certification procedures as the supervisor. Approves leave requests of subordinates.
4. The incumbent interviews and select employees for assignments and makes recommendations for promotion of employees. The incumbent is responsible for effective selection, training, and utilization of clerical staff within the service. The work requires knowledge of the principles and practices related to the management of health care delivery systems and the ability to apply this knowledge to solve the unique problems arising in the organization.
5. The incumbent is responsible for the working relationships between labor and management to ensure the achievement of the Department of Veterans' Affairs mission. 7. Resolves informal complaints, recommends promotions, reassignments and other changes in assigned personnel such as retention or termination during probationary period, step increases or performance awards.
8. The incumbent plans, schedules, and coordinates work operations of the subordinate employee. Assigns special projects and gives general oversight to the project. Tracks milestones, goals, and objectives to ensure acceptable outcomes.
9. The incumbent ensures subordinate attends mandatory training and encourages them to attend other training and professional development activities. He/she reviews and evaluates work of subordinate based on daily oral feedback, actual review of data and documents submitted and ongoing review of the MCA computer system and its data.
