Serves as the senior logistics management officer for a VA HCS and supported catchment area, integrating logistics and related support and services for the supply chain..
Serves as the senior VA HCS logistics expert. Maintains extensive knowledge of supply chain systems and requirements necessary to provide direct support to the VA HCS.
Conducts audits, compliance reviews and program effectiveness/efficiency reviews of all logistics activities.
Oversees all activities that will be involved in providing the needed logistics support, to include capital asset planning, and strategic sourcing of commodities.
Serves as the liaison to the VISN, OAL&C and the VHA Procurement and Logistics Office.
Establishes, maintains and promotes VA HCS and supported catchment area logistics personnel training and professional development programs.
Serves as the VA HCS Accountable Officer to ensure that all government property assigned to the VA HCS and supported catchment area is accounted for.
Plans, develops and adapts the supply chain management procedures as needed to coordinate the management and control of all VA HCS EX and NX inventory.
Through subordinate managers, develops implements and evaluates the logistics and property accountability plans and policies for the organization.
Monitors progress toward meeting the logistics plan, and identifies causes and impacts of delays or other problems related to overall execution of the logistics plan.
Leverages life cycle management practices to ensure efficient allocation of resources for assets through the entire lifecycle.
Works closely and collaboratively with the Biomedical and Engineering staff as part of the overall management of the property/equipment program.
Conducts strategic planning and quality management of the equipment and leasing programs.
Develops strategies to assist supported activities and the acquisition staff with Advanced Procurement Planning.
Takes the lead and coordinates with the Network Contract Manager (NCM) and associated Service Area Office.
Collaborates and negotiates with customers to ensure pre-award contract documents are completed for??????? all contracting activities.
Coordinates with the financial organization to ensure goals are realized.
In accordance with the Department of Homeland Security's National Incident Management System (NIMS) Incident Command System (ICS), the CSCO becomes the Logistics Section Chief when the Facility Emergency Operations Center (EOC) is activated.
Working through subordinate supervisors, plans, organizes and assigns work to subordinates engaged in logistics and property management across organizational lines.
Develops plans, milestones, and policy for the accomplishment of assigned functions on an immediate and long-range basis.
Exercises significant supervisory responsibilities in dealing with officials of other sections or organizations, or in advising management officials of higher rank.
Executes administration and personnel management responsibilities.
Performs other duties related to the position.
Work Schedule: Monday - Friday 8 am to 4:30 pm
