This position is in the Office of Finance and Portfolio Management (OFPM), Office of Budget and Resource Planning (Budget). OFPM is responsible for DFC's accounting and budgeting, receipts and disbursements of funds, asset management, management of accounting and financial information systems, finance and insurance program portfolio management and other financial management services. The Budget team is responsible for the full life cycle of DFC's budget resources: ranging from formulation request through OMB to Congress, appropriation, apportionment, execution, and reporting. The Budget team is a small, nimble team seeking to grow. Most members either telework or are remote.
As an accountant, the duties will include:
Reviews and monitors financial accounting information in accordance and compliance with the requirements of Generally Accepted Accounting Principles (GAAP), federal accounting standards, credit reform requirements, US Treasury and OMB regulations.
Executes budgetary transactions, including apportionments, allotments, borrowings, and subsidy transfers.
Prepares and analyzes "tie points" (budgetary & proprietary balances relationship) and proposes for corrections before Governmentwide Treasury Account Symbol (GTAS) submissions.
Prepares and uploads (submits) adjusted trial balances (ATB) into the Treasury website; analyzes and clears GTAS errors, ready for review and certification.
Analyzes and provides responses to auditors' "notices of findings and recommendations" (NFR), works with FM colleagues to establish "corrective action plans" (CAP) measures to remedy NFR, monitors those measures until CAP are completely resolved, and reports accomplishments regarding CAP.

Salary will be based upon the locality pay areas, as defined by OPM, and will be adjusted based upon the selectee's duty location.

Stipulations of Employment: The duration of an excepted service appointment in the Pathways Program is a trial period. Appointees must sign a Participant Agreement that sets forth the expectations for the Pathways Program. Appointment under the Recent Graduates Program may not exceed two years. Appointees may be non-competitively converted to the competitive service after successful completion of at least one year of continuous service, in addition to all of the requirements of the Recent Graduates Program.
