This position serves as a General Engineer in the U.S. Coast Guard Surface Forces Logistics Center (SFLC), Engineering Services Division, Survivability and Sustainment Branch, Maintenance Programs Section. The Section includes responsibility for the SFLC Reliability Centered Maintenance (RCM) programs for Hull, Mechanical and Electrical (HM&E) equipment installed on all cutters and boats. The work involves a wide range of engineering including, but not limited to, diesel, gas turbine and electric propulsion systems, heating, ventilation and air conditioning systems, piping systems, hydraulics, ordnance, electrical distribution and control systems and other shipboard mechanical and electrical systems. No one field of engineering expertise predominates. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
Coordinates Coast Guard and fleet involvement in RCMA initiatives, as well as reviews program products. Conducts RCM analysis, feasibility studies, reviews designs and specifications for equipment, materials and methods of retrofit or installation, and develops life cycle cost estimates and life cycle information for engineering projects. These technical instructions, guides and descriptive literature are used by SFLC units in operating, maintaining and repairing shipboard HM&E, ordnance and electronic systems.
Directly support the Section Chief via providing oversight of all RCM initiatives.
Provides technical expertise on RCM programs by providing professional engineering advice to Coast Guard new cutter and boat acquisitions as well as sustainment projects.
As an RCM expert, develops and refines procedures or influences policies to resolve highly complex and unusual problems.
Analyzes and reviews designs, specifications and independent cost estimates for a variety of complex mechanical or electrical systems and components on vessels involving different types of mechanical, structural and electrical equipment.
Reviews system designs and documents prepared by consulting engineers for compliance with requirements and recommends revisions.
Develops and reviews classical RCM analyses for new and existing systems.
Ensures analysis methodology is in accordance with established standards and procedures and that results provide accurate data and information required to establish effective Maintenance Requirements Lists.
Executes Coast Guard Maintenance Effectiveness Review (CG MER) programs adhering to RCM principles in all activities.
Oversees selection of appropriate candidate systems for the CG MER process, manages efforts to plan, execute, analyze results and use resulting data to effect improvements in system maintenance and ensure publishing of Maintenance Requirements Lists consistent with Reliability Centered Maintenance principles.
Coordinate and conduct technical investigations, such as Root Cause Failure Analysis (RCFA) or statistical analysis of deficiencies for systems or components and maintenance practices.
Evaluate alternative corrective measures using business-case analysis by considering technology, system requirements, and economics. These types of projects often require the incumbent to review, evaluate and advise on the effectiveness, technical adequacy and suitability of work and proposals of others. Implement and manage remedial actions that are the outcome of failure analyses.
Act as technical advisor to other SFLC divisions, branches and sections, other Coast Guard organizations, and consults in all areas of responsibility.
Coordinates reviews with Program Depot Maintenance Sections of each Product Line and its associated depot maintenance agents for maintenance engineering and improvement issues, and program changes.
Works closely with the Product Lines' Engineering Branches, Projects Sections and field activities to analyze and define RCM actions and support Condition Based Maintenance efforts required to achieve established management objectives and milestones.
Provides quality assurance and policy oversight and confirms that SFLC Divisions/Product Lines and other organizational entities are in compliance with RCM policies.
Performs ship checks on Coast Guard cutters as needed to obtain data for RCM study, design and review and to ensure compliance with specifications.
Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.

Applicants must show that they possess a knowledge of professional engineering principles, methods and procedures as evidenced through the following: Completion of a bachelor's or higher degree in engineering from an ABET (Accreditation Board for Engineering and Technology) accredited school or that included courses in differential and integral calculus and courses (beyond first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR registration as a professional engineer by a state, the District of Columbia, Guam, or Puerto Rico. OR successfully passing the Engineering-in-Training (IT) examination, or the written test required for professional registration that is administered by the Boards of Engineering Examiners in the various states, the District of Columbia, Guam, and Puerto Rico, and completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college or university that included at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from an ABET- accredited program. OR a combination of at least 4 years of college-level education, training, and/or technical experience that included successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses listed in the first paragraph above. (NOTE: The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum.) OR successfully completing a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field (e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) AND have at least 1 year of professional engineering experience under the guidance and supervision of a professional engineer. Knowledge of commercial vessel plan reviews, marine safety, marine environmental, vessel security and technical programs. Experience serving as a highly technical point of contact on major engineering programs.

Knowledge of the parts, tools, training device, and technical documentation required supporting propulsion equipment and systems through the test and operational life cycle stages in order to develop/evaluate equipment maintenance and logistic support plans.
