This National Guard position is for a HR SPEC (RECRUITMENT & PLACEMENT/COMPENSATION) (Title 5), Position Description Number T5042P01 and is part of the CT HRO ARNG, National Guard.

JOB SUMMARY: The purpose of the position is to provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment/retention/relocation (3R) incentives, advanced in-hire rates, and reduction-in-force actions. Work is performed for either Army (ARNG) or Air National Guard (ANG) full-time employees within the State.

The major duties include, but are not limited to:

Determines candidate eligibility and performs qualification analysis of eligible applicants.
Reviews and verifies information on requests to fill actions to ensure accuracy and applicability and research applicable regulatory guidance and recommends effective and alternative recruiting actions.
Initiates recruitment action and processes through established Request for Personnel Action (RPA) channels.
Creates RPAs that pertain to a wide variety of moderately complex personnel actions and manpower situations by determining appropriate Nature of Action, legal authority, salary, veteran's preference, required remarks, and the impact to the employee, the supervisor, and the agency.
May assist higher graded Specialists in calculating estimates to provide technicians with permanent change of station moves initiation of transportation agreements and completion of travel orders authorizing various entitlements.

Qualifications

GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess the required length of specialized experience in the following:

GS-07 REQUIRES 12 MONTHS:

Experience in personnel programs gained as a volunteer, in a classroom, or as a trainee.
Experience demonstrating a basic knowledge competency of human resources business elements and can discuss terminology, concepts, merit principles, and issues related to this competency.
Experience in using reference and resource materials and experience in program functions such as, maintaining personnel records, counseling, or classification and assignments.
Experience performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data.
Experience in operating a computer, utilizing multiple computer programs, and performing keyboard functions.
Experience, education of training which provided a basic working knowledge of personnel programs.

IN ADDITION, GS-07 REQUIRES 3 MONTHS:

Experience, education of training which provided a basic working knowledge of personnel programs.

GS-09 REQUIRES 12 MONTHS:

Experience at the GS-07 level or equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs.
Experience in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description.
Experience demonstrating knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement.
Experience demonstrating a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing.
Experience in performing personnel program requirements that involve advising supervisors and managers; and, experience in completing accession planning and processing; classification and position management; and, civilian promotions.
Experience in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options.
Experience in discussing the equal opportunity and sexual assault prevention and response programs.
Experience in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs.
Experience in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities.
Experience in applying program policies, directives, publications, and training manuals.
Experience demonstrating knowledge on allocating manpower resource budgets or execution procedures.
Experience in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques.

KNOWLEDGE, SKILLS AND ABILITIES:

Skill in collecting and analyzing data effectively, efficiently, and accurately.
Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication.
Ability to write English in reports and presentation formats.
Ability to communicate clearly and effectively.
Skilled in presenting formal training presentations and briefings.
Ability to assess body language and perceive emotional and/or distress levels.
Skill in applying procedures and directives by reading and interpreting program material.
Knowledge of, and skill in applying, fundamental human resources management HRM principles, practices, and techniques of recruitment and placement; and standardized analytical, and evaluative methods and techniques sufficient to perform management advisory services for specific requests related to immediate problems of limited scope.
Knowledge of recruitment and placement principles, merit placement/promotion plan, and an understanding of occupational characteristics to develop vacancy announcements and to analyze and evaluate the relative value of individual qualifications in relation to duties of specific positions.
Knowledge of other HRO specializations, i.e. classification, employee relations, labor relations, equal employment opportunity, etc. for purposes of interacting and resolving issues.
Knowledge of the different philosophies and structures of the ANG and ARNG within the state.
Knowledge of the rules and procedures that apply to the various recruitment and placement and compensation programs, i.e. Coop/Work Study program, Upward Mobility, Handicapped, etc.
Ability to communicate effectively with applicants, supervisors and management.

CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance.
