US Citizens and Status Candidates
Serves as a Contracting Officer's Representative within Office of Facilities and Support Services (OFSS) for contract awards and Inter-Agency Agreements (IAA). Conducts market research, prepares documentation for new solicitations, and independent government cost estimates. Finalizes orders and prepares justifications for supply and services requirements, as needed.
Reviews and approves invoices for contracts and IAA's for accuracy and acceptance. A Level II Contracting Officer Representative Certification is required. Serves as Purchase Card Holder for supply and service requirement procurements within OFSS. Conducts and tracks market research, manages and reconciles expenses, and appropriately tracks deliverables and expenditures within budget requirements.
Supports and carries out annual and multi-year budgeting requirements associated with major programs within OFSS. Tracks budget-related data, projected and completed staff travel, staff training, supplies and other costs pertaining to those projects. Coordinates with the assigned budget analyst on budget reviews, funding reallocation, and other financial management transactions.
Advises on emerging budget needs and supports the process for requesting and securing additional funding. Supports financial statement and Federal Information Security Modernization Act (FISMA) audit requirements that are to be provided by the agency.
Serves as a point of contact for assuring general administrative supply requirements are met. Maintains and archives program and administrative files, orders supplies, publications, and equipment, reconciles credit card statements, and maintains equipment. Provides onsite customer service while working at the headquarters building, including the support and backup of mail management, delivery acceptance, guest badge assignment, and other OFSS onsite duties.
Provides administrative support for the agency's continuity of operations plan and related activities as needed. Manages agency branded materials. Oversees and tracks inventories, coordinates the pickup and delivery of branded items as needed. Provides direct support to general inquiries from field personnel.
Education may be substituted for Specialized Experience at this grade level.
Education:
GS-07 EDUCATION: You must have at least one (1) academic year of graduate education in a major field of study --public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled.
