Applies experience and expert technical knowledge of the National Airspace System (NAS) equipment, procedures, including their interrelatedness and functions, in order to design, develop, modify, or evaluate the NAS. Possesses an understanding of new technologies and methodologies, to perform critical tasks requiring the development of new concepts, systems, or innovative approaches. Supports the deployment and integration of equipment and systems into the NAS. Typical assignments may include: complex system integration; extensive research and analysis; leading and coordinating efforts of programs in the consistent use of the Service Center and Engineering Services as well as processes in project implementation that leverage the full capabilities within the shared services available in the Air Traffic Organization (ATO) Service Area/Center.
Possesses knowledge of air traffic services and systems, including the development, acquisition, operation and sustainment of the NAS; as well as knowledge of the Mission Support programs as it relates to program planning, integration and implementation. Uses qualitative methods and data analytics to synchronize the deployment of complex NAS systems and programs, identify enterprise level risks, issues and opportunities and propose alternative courses of action in the acquisition, management, and deployment of major NAS systems or programs. Develops plans, techniques, and policies to address current or anticipated problems and issues. Works with
higher-level management internal and external to the PMO to identify and solve NAS systems and equipment problems and develop solutions for reducing and mitigating current and anticipated risks. Collaborates with stakeholders, within the PMO and externally, to identify and solve problems and find mutually beneficial solutions.
Provides expert guidance and instruction, both internally and externally, to address diverse, complex issues which often cross multiple projects/programs or functional/technical areas, such as Operational Support Facilities and Program Office Facility Managers, or other programs and FAA field offices. Identifies and resolves highly complex NAS problems or issues which often cross organizational boundaries and impact on the accomplishment of FAA's strategic objectives. Takes into consideration the FAA policies, government-wide rules and regulations, and industry standards when developing new policies, procedures related to the synchronizing of complex NAS systems and program deployments.
Works with the PMO during the integration of program activities, focusing on cross-program planning, facilitating the synchronization of investment and implementation schedules, leveraging CWP to de-conflict waterfall schedules, and identifying potential opportunities to maximize investments and minimize risks. Provides support to the Incident Planning Coordinator (IPC) role at Headquarters. Coordinates programs efforts and use of the Service Center and Engineering Services, as well as processes in project implementation that leverage the
full capabilities within the shared services available in the Air Traffic Organization (ATO) Service Area/Center. Provide support to the Incident Planning Coordinator (IPC) role at Headquarters.
Works mainly independently and has broad discretion to ensure alignment with organizational objectives and policies. As employee is a technical expert, his or her final work typically is reviewed for success in achieving planned results, not technical merit.

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.
