The major duties of the Economist position include, but are not limited to, the following:

Perform as a technical expert in nonmarket valuation and input-output modeling
Manage projects for economic protocols and analyses
Conduct technical writing/reporting/documentation of economics data results
Apply policy regarding Federal statutes and regulations for required economic analyses
Apply research methods, analytical techniques, and peer-review processes in economics.

Qualifications

All qualifications must be met by the closing date of this announcement-11/25/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To qualify for this position, you must meet one the following Basic Requirements in order to be eligible for this position: If you do not meet these basic requirements, you will be considered not qualified and will not receive consideration for this position.

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

-OR-

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Examples of qualifying experience include:

individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:

economic statistics;
industrial surveys;
management of individual business enterprises, including farms;
industrial planning;
writing or editorial work in economic subjects; and
financial market analysis.

To qualify for this position at the GS-13 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: (1) Provides leadership regarding natural resource economics (2) conducts data analyses including nonmarket valuation and input/output economic modeling (3) Generates economic tools and reference materials to understand economic data, methods and approaches, analyses, and results. You must include hours per week worked. . You must include hours per week worked.

To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following: (1) Provides guidance regarding natural resource economics (2) Provides technical assistance in understanding economic data and results (3) maintains economic databases. You must include hours per week worked.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Physical Demands: The work is primarily sedentary, although some slight physical effort may be required. Typing at a computer keyboard is required. The work may require some travel to parks and other outdoor areas. While in the field, the work may require some physical exertion such as
long periods of standing, walking over rough or uneven surfaces, and occasionally lifting moderately heavy items.

Working Conditions: The work is typically performed in an adequately lighted and climate controlled office. Travel to parks and other outdoor areas may be required, and may expose the incumbent to unfavorable conditions, including remote, backcountry locations and inclement weather.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
