The incumbent will perform a wide variety of high-level Senior Programmer/Software Architect/Software Developer duties connected with the initiation, management, coordination, development, systems integration, and execution of critical software application development activities. The incumbent assists and advises senior management with efforts to ensure adherence to OIT/SPM development processes, change and configuration management processes, development resource allocation, software tools selection and schedule commitments.
The incumbent initiates, leads, performs and coordinates activities that include ensuring successful development of approved software applications, leading development and systems integration efforts of enterprise application software, infrastructure or operating system software in support of mission critical and routine enterprise functions (e.g. using current methodologies such as web services, creating web service wrappers for legacy systems, using Object Oriented program languages and modeling artifacts), develops leading edge strategies, standards and policies for developing advanced computer software applications, The incumbent leads the maintenance and testing of legacy software ensuring that enterprise solutions work with production software, ensuring that standards, protocols, methods and techniques are included as part of the development unit testing of the software solutions. Validates and leads documentation efforts of application software within the enterprise, preparing and validating technical/programming specifications as required. Collects, validates, and provides technical input and support for the Contracting Officer Representative (COR) working on OIT/SPM contracts, and liaises across VA business lines for consolidated efforts and for existing software development and integration efforts. They will also recommend, and modify technical strategies to reflect changes in project scope and objectives, as well as recommending incorporation of new software strategies and methods for OIT/SPM (e.g. mobile computing, Service Oriented Architecture (SOA), analytics in Big Data)
The incumbent is expected to have in-depth experience leading requirements planning, procurement, design, modification, integration, testing, and deployment of IT systems; experience providing oversight for the development of IT systems test strategies, plans, and scenarios and working with internal and external stakeholders, as well as expertise in VA and industry IT security concepts, policies, standards, and methods in order to effectively integrate with other systems, and protect Veteran data against vulnerabilities.
The incumbent must have a mastery of one or more of the following programming languages (M, Java, Delphi, C++, C#, Objective C, HTML5, COBOL, Oracle, Visual Basic .NET and integrated development environments (IDE) such as Eclipse, etc.) in order to lead design and code reviews, make recommendations to the Technical Reference Model (TRM) group regarding tools and standards, and experience in Oracle Hyperion Financial Management (HFM), Accounting, Oracle Analytics Server (OAS), and Informatica is mandatory.
