The Telecommunication Manager supervises and directs all aspects of a complex, multijurisdictional, all-risk incidents facility at the Cuyahoga Valley Communication Center. The Center is a 24/7 operation that coordinates law enforcement, aviation, vessel, backcountry, wildland and structural fire, medical, search and rescue, intelligence, and other emergency and non-emergency service functions with Federal, State, and Local agencies for Cuyahoga Valley National Park, Isle Royale National Park, and Voyageurs National Park, as well as logistical support for James A. Garfield National Historic Site, First Ladies National Historic Site, Perry's Victory & International Peace Memorial, Hopewell Culture National Historical Park, Dayton Aviation Heritage National Historical Park, Charles Young Buffalo Soldiers National Monument, and William Howard Taft National Historic Site. The position also ensures the operation is prepared to provide dispatch services in place of the other four Midwest Region Communication Centers and over-sees operations when such incidents occur.

This position supports direct management and support of network and radio related IT equipment. This position serves as a subject matter expert and provides management controls for all communications related to Radios/IT/Phone Systems/Computer Assisted Dispatching/interagency IT protocols/National Crime Information Center (DOJ)/ Ohio State Law Enforcement Data System compliance and many other internet related dispatching tools.

AREA INFORMATION
Cuyahoga Valley National Park encompasses 33,000 acres along the banks of the Cuyahoga River between Cleveland and Akron in northeast Ohio. The park's mission is to preserve and protect the historic, scenic, natural, and recreational values of the Cuyahoga River Valley for public use and enjoyment. The Park is dominated by deciduous forest but also supports meadows, wetlands, streams and agriculture. Summers are moderately warm with average temperatures in the 70's. Winters are moderately cold with average temperatures in the 20's and 30's. Heavy snowfall is common during winter months.

Qualifications

Credit will be given for all appropriate qualifying experience. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-9 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: supervising dispatch communication projects, assignments, events and work methods; oversight in the operation of complex Radio System; operating law enforcement information systems such as: Computer-Aided-Dispatching system, Multi-function Telephone System including E911, Dispatch Recording Devices and Emergency Backup Power Systems, public safety operations to include NCIC, NLETS, and state systems, and Emergency Medical dispatching; transmit and receive law enforcement communications traffic; coordinating emergency response efforts; maintaining logs and files of complaints, police actions, and reports. Physical Demands: The nature of the work is primarily sedentary. The work requires long periods of sitting or standing in one position at a computer terminal, intense concentration, and working at top speed for several hours at a time. There are frequent demands for rapid decision making. The incumbent may be under constant degrees of stress. The work environment is intense, with multiple voice and data messages and alerts arriving at the same time and requiring immediate response and listening to voices of various levels of intensity talking.

The ability to hear and to communicate clearly, both orally and in writing, is paramount. There is some degree of light to moderate lifting and bending required during movement of materials and supply restocking. Shift work or non- standard tours of duty are involved or maybe required. The incumbent may be required to work holidays and weekends. The incumbent is an essential employee, therefore is required to come to work on time, regardless of weather conditions.

Additionally, in exigent circumstances, the incumbent may be required to work past a normal end of shift to maintain the efficiency of the National Park Service. Incumbent must be able to speak clearly in English. Travel associated with occasional site visits may require some walking and climbing. Must be able to respond to after hour callouts.

Working Conditions: The work area is in an open space which also contains computer workstations, alarm equipment, and radio equipment. Work is performed primarily in the dispatch center where control and direction must be maintained during emergency situations. Work is normally performed in a specialized office setting. Multi-channel radios are continuously monitored, and multi-line telephones constantly ring, resulting in frequent periods of excessive and constant noise. Demands by internal and external customers during peak incident loads will be demanding. This creates a potentially hectic and stressful work environment.

Incumbent must be able to concentrate on work projects amidst noise, interruptions, and the movements of others. Some exposure to hazards occurs in flying, inspections, and field trips required by the job.

Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, You must submit ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months.
