This position serves as a Security Officer at the Veterans Integrated Service Network (VISN 21) office serving under the administrative direction of the Deputy Network Director. The VISN Security Officer is responsible for providing advice, guidance and assistance to the Network Director, facility Police Chiefs and management officials on all aspects of security and law enforcement activities.
The major duties listed below represent the full performance level at the GS-14 grade level.
Duties include, but are not limited to:
To meet the minimum qualifications for the GS-14 position, you must have at least one (1) full year of specialized experience equivalent to the next lower grade level (GS-13) in the federal service that has given you the particular knowledge, skills, and abilities required to successfully perform the duties of a Security Officer. Specialized experience is: Developing, modifying or overseeing the implementation of program and system improvements for police operations; Conducting evaluations of law enforcement and security programs; Implementing physical security reviews to ensure compliance with security policies and procedures; Evaluating market research for purchasing new security technologies; Providing comprehensive reports of evaluations, including presenting findings and making recommendations to correct deficiencies in law enforcement operations; and Serving as a mentor to new police chiefs or those needing additional support. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Firearm Requirement: This position is required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification/certification with the agency-approved firearms as condition of gaining and continuing employment as an Officer. You may qualify based on your experience as described below: You will be rated on the following Competencies for this position:PHYSICAL REQUIREMENTS and WORK CONDITIONS: The position may be required to exert considerable and strenuous physical effort when the position conducts pre-assessments and may be called upon to defend themselves and members of staff, patients or the public against physical attack. It requires stamina, physical agility, dexterity, and the strength to pursue, apprehend or detain persons who are often uncooperative, assaultive, and/or armed. There is potential for dangerous situations to occur at VA installations where the position is employed and/or conducts pre-assessments. Many of the properties are in high crime areas and members of the public have easy access to VA properties. The position is expected to respond to threats against VA property, personnel and/or visitors.
The work involves both moderate and high risks and possible endangerment of life or serious injury that requires the exercise of safety precautions and may require use of personal protective equipment. When supporting deployments, the work is performed in settings in which there is regular and recurring exposure to moderate to severe discomforts and unpleasantness, such as high temperatures in confined spaces, high temperatures due to mandatory protective personal equipment, or adverse weather conditions during extended periods of traffic and patrol duties. The work involves moderate risk requiring exercise of safety precautions when working around hazardous materials such as toxic gases, explosives, infectious biological materials, and others that pose a moderate risk of exposure.
