Leads working groups and executes operations-focused projects to ensure the AU commander, senior staff, and Center Commanders and School Commandants have the situational awareness, data, metrics and rigorous analysis required to make evidence-based decisions to execute the AU academic enterprise. Establishes, revises or reviews AU policies, procedures, mission objectives and organizational design to eliminate work problems, promote team building and improve the effectiveness and efficiency of AU operations across subordinate units and the AU staff. Plans, organizes, and directs efforts that execute higher headquarters guidance and achieve organizational and customers' needs. Negotiates positions with representatives of subordinate units to resolve matters that are often controversial, complicated, or set precedent; recommends policy positions to the AU Commander and senior staff on matters of considerable consequence that affect educational, training and force development issues for AETC and the Air Force. Provides appropriate guidance, analysis, and feedback to the A3, Chief Academic Officer and other staff, as directed, on the status of current academic programs, governance, and faculty issues and efforts within Air University. Keeps abreast of current trends and practices within Air University, other military service schools and civilian higher education institutions on best practices in academic operations. Takes actions necessary to establish and maintain the A30 division.
Prepares, and coordinates input regarding academic programs at AU schools as directed. Directs AU workflow in the USAF task management tool by clarifying tasks and deliverables prior to transmittal to subordinate units and reviewing, consolidating, approving AU responses before transmittal to higher headquarters. Supports the Air University Director of Operations on a wide variety of educational, academic policy, personnel, administrative and logistical matters both orally and in writing and also serves as an advisor on management matters. Collaborates with AU Academic Affairs evaluators and AU School representatives to monitor the execution of the Air University academic mission. Formulates and monitors a budget, estimates annual funding needs, and implements accurate detailed analyses necessary to support the Air University Chief Academic Officer and A3 staff. Analyzes data from prior and current year's expenditures, long-range workload and needs to formulate budget requirements. Routinely documents budget data in a wide variety of forms, reports, and schedules. Accomplishes documentation in accordance with regulatory requirements/procedures and within established time limits providing for timely accomplishment of follow-on budget processes.
Demonstrates leadership in terms of mission/human relations objectives, personnel and management actions. Assigns work to subordinate elements to ensure fully responsive directorate. Reviews work of subordinates and is responsible for actions taken and advice provided. Recruits and selects candidates for key vacancies, approves personnel selections or recommendations for selection. Counsels the staff on individual career development, ensures training plans and requirements are consistent with the needs of the operations directorate and in consonance with the individual developmental needs of the staff. Establishes performance expectations and objectives. Rates performance of directly supervised employees.
Develops, authors, coordinates, publishes and revises Air University operational plans that execute AETC/AU mission areas and functions; pinpoints deficiencies, and provides solutions to overcome deficiencies. Authoritative consultant to the AU Commander, senior staff and Center Commanders and School Commandants in developing education operations plans, creating mission analyses and needs analyses. Manages plans development to ensure they provide accurate and detailed analysis of their mission and functional requirements. Directs AU Planning and Planning Choices development as part of the AETC Planning Programing Budget and Execution Corporate Process, in coordination with other members of the AU staff, particularly AU/FM budget programmers and execution specialists.
