As the Social Worker Program Coordinator, the incumbent manages the administrative and clinical
aspects of the Psychosocial Rehabilitation and Recovery Center that includes supervision of
assigned multidisciplinary staff, is located at the Jamaica Boston/Causeway CBOC, within the Intensive
Community Integrated Recovery and Treatment (ICIRT) Section for V.A. Boston Mental Health
System.
The program manager of the Psychosocial Rehabilitation and Recovery supervises multi-disciplinary staff assigned the program and performs administrative and personnel management functions across interdisciplinary staff, including immediate and extended team members.
- Assumes responsibility for ensuring that the PRRC program complies with VHA and Medical Center policy: Federal, State and Local regulations and meets Joint Commission and CARF requirements along with NEPEC documentation and reporting requirements and works within the guiding recovery principles and practices offered by accrediting organizations and National PRRC Directive.
- Ensures that program staff perform the following functions for program participants: screening/assessment, treatment planning/goal setting, referral to service providers, resource usage/development, advocacy, crisis intervention, education/health promotion and prevention, coordination of non-institutional and institutional services and recovery-oriented, evidenced based interventions.
- To facilitate the continuity of a veteran's recovery, the Program Coordinator oversees referrals to needed VA and/or community resources (e.g., community support groups, AA/NA/CA, Supported Employment, State Vocational Rehabilitation, independent or assisted living housing
options, residential substance abuse treatment, etc.) and is subject matter expert on resources
to support a Veteran's recovery journey. The incumbent collaborates with other service
providers in re-assessing the veteran's needs and coordinating access to information needed for
any referrals. Additionally, the Program Coordinator educates veterans and/or caregivers about
the available services and their shared responsibility in accessing such services. The veteran's
preferences are considered throughout the referral and care coordination process.
- The program manager provides subordinates training, orientation, and expert guidance
within clinical practice. The incumbent monitors staff competencies and makes
recommendations when staff require additional training. The incumbent leads and
participates in interviews for vacancies within the PRRC and selects staff with knowledge,
skill, attitudes, and values consistent with the Recovery Model. The incumbent is
responsible for ensuring that staff, students, and residents from all disciplines are familiar
with pertinent policies procedures and functions that govern the PRRC.
- The program manager is also responsible for developing and maintaining working
relationships with relevant line and supervisory staff in other services and programs within
the Medical Center. The incumbent is responsible for identifying external and internal
customer service needs.
- The incumbent is also responsible for building community alliances and working to form
collaborations with other recovery model programs at the local, state, and national level.
The incumbent formally evaluates performance through the VA Boston performance
evaluation system and ePerformance, establishing guidelines and performance expectations
for staff, communicating them both through the formal employee performance
management system and ongoing supervision incorporating these standards. The program
manager provides advice and counsel to PRRC staff related to work and administrative
matters, resolves informal complaints and grievances, develops work-improvement plans,
recommends personnel actions as necessary, and effects disciplinary measures when
indicated. The incumbent is responsible for approving time and leave.
- The program manager ensures that subordinates are trained and adhere to safety
regulations, develops, and implements information systems to track service activities,
including visits, referrals, demographics of persons served, and program satisfaction. The
incumbent implements interventions, organizes work, sets, and manages priorities,
delegates tasks, and meets multiple deadlines.
