This GS-0343-07 Program Analyst position is being established as a career ladder, developmental position. The work of this position is the same type as described at the GS-0343-09 Full Performance Level (FPL) but is performed with closer supervision and guidance and a higher level of on-the-job training. Key functions will be similar with those described at the full performance level of the target position.

Duties include:
This developmental position does require knowledge and skill in applying analytical and evaluative methods and techniques to modify or develop work methods for the organizational use of the Medical Center, Health Administration Service, organizational structures, or management processes. At the developmental level, the supervisor assigns specific projects in terms of issues, organizations, functions, or work processes to be studied and sets deadlines for completing the work. The supervisor assists with controversial issues or on the application of qualitative or quantitative analytical methods to the study of subjects for which precedent studies are not available. The incumbent is assisted with planning, coordinating, and carrying out the successive steps in fact-finding and analysis of issues necessary to complete each phase of assigned projects. Simpler work problems are normally resolved by the incumbent without the need for supervisor intervention and in accordance with the body of accepted policies, applicable precedents, organizational concepts, management theory, and occupational training; difficult work problems likely require a certain level of supervisor intervention for the provision of assistance. Findings and recommendations developed by the incumbent are reviewed by the supervisor prior to release, publication, or discussion with management officials.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 7:30 AM-4:00 PM
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies.
