The following are the duties of this position at the full working level.
Responds to technical inquires regarding IRS procurement policies and regulations. As such, may perform any combination of the following duties:
- Negotiates settlements of disputes, proposals, and executes modifications;
- Requests changes or exceptions to federal procurement regulations;
- Prepares report/correspondence for submission to upper management regarding review of new or changed regulations and the impact of the regulations will have on the IRS procurement function;
- Implements official changes to federal acquisitioning regulations; and/or,
- Initiates and conducts studies designed to improve the effectiveness of the IRS procurement function. Determines options, milestones, and sources to be solicited.
Analyzes, evaluates, reviews, and develops internal management documents and correspondence pertaining to major IRS acquisitioning policies and procedures. Evaluates responses to solicitations, including price reasonableness, adequacy of competition, and compliance with solicitation.
Develops and/or presents training on procurement related topics.
Conducts detailed reviews of procurement activities. These reviews include evaluating solicitations, contracts and procedures for conformance to federal acquisition regulations, internal operating procedures, policies, etc., and assists with the implementation of new/revised procedures to improve operational efficiency.
Acts as special advisor to the Branch Chief when designated.
Performs other duties as assigned.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
BASIC REQUIREMENT: (GRADE 13 & ABOVE): You must complete all Mandatory Training requirements as described in DEPARTMENT OF THE TREASURY ACQUISITION CAREER MANAGEMENT PROGRAM HANDBOOK. AND 4 years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to the next lower level as defined below. AND 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR
Exception: Employees occupying a GS-1102 position will be considered to have met the standard for positions they occupy on or after January 1, 2000. However, basic requirements and specialized experience requirements must be met in order to qualify for promotion to a higher grade.
AND
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: GS-13 LEVEL: In addition to the basic requirements above, you must have 1 year of specialized experience at the grade 12 level that demonstrates an in-depth knowledge and understanding of procurement regulations, and contracting principles, including the latest procedures and techniques, sufficient to plan, develop, and implement all contractual aspects of IRS acquisitions as well as apply regulations under the Federal Acquisition Regulation (FAR), Department of Treasury Acquisition Regulation (DTAR),Department of Treasury Acquisition Procedures (DTAP), Statutes, Executive Orders, OMB Directives, Internal Revenue Service Acquisition Procedures (IRSAP), and IRS Procurement Policies and Procedures. In addition, your experience must demonstrate an in-depth knowledge of negotiation techniques, cost/price analysis, legal and regulatory interpretations, unique contract terms and conditions, subcontracting requirements, legal contracting principles, and the ability to explain and interpret complex technical specifications. Your experience must also demonstrate a comprehensive knowledge of all aspects of the procurement process including pre-award and post-award procurement actions required to solicit and award public contracts under the formal advertising and negotiated procurement methods.; and a comprehensive knowledge of contracting and business guides used to initiate and process procurement actions including knowledge of terminology applicable to acquisition of commodities and services.
AND
COMBINATION OF EXPERIENCE AND EDUCATION: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
