This position is part of the Peace Corps Student Internship Program and is open to current students who are enrolled or accepted for enrollment in a qualifying educational institution and enrolled at least half-time. This public notice is to gather applications for the Peace Corps Student Internship Program that may or may not result in a referral or selection.

Duties

This position is established as a Legal Student Intern (Legal Intern) at Peace Corps Headquarters, in Washington DC and assigned to the Office of General Counsel (OGC). Legal Interns will join a team of highly dedicated and exceptionally skilled attorneys who are committed to the Peace Corps' mission of promoting world peace and friendship by supporting qualified U.S. men and women volunteers who serve in Africa, South America, Europe, and Asia. The Legal Intern will perform a variety of duties designed to increasingly develop and apply their knowledge of generally accepted principles, concepts, and practices while working under the guidance of the General Counsel, Associate General Counsels, and Experts. OGC provides legal advice, counsel, and services with respect to the full range of issues that arise in connection with the programs, activities, and operations of the Peace Corps, including:

  • Providing written and verbal opinions;
  • Consulting and negotiating with persons inside and outside the federal government;
  • Drafting and reviewing legislation, regulations, international agreements, and other legal documents and policy statements;
  • Representing the Peace Corps in litigation and administrative proceedings;
  • Liaising with other federal agencies on legal matters;
  • Engaging with foreign legal systems and attorneys regarding criminal and civil matters; and
  • Managing the agency's Peace Corps Manual revision process and public rule making.
The Legal Intern will be expected to provide support to the legal staff with respect to the functions listed above. Such support may include legal research, drafting legal memoranda and correspondence, researching legislative history, assisting in discovery and trial preparation, coordinating responses to requests for information under the Freedom of Information Act and the Privacy Act, helping to coordinate a variety of OGC program activities, and performing assigned administrative functions for OGC.

  • Applicants must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. These documents must be unexpired original or certified copies.
  • Applicants must successfully complete a background security investigation with favorable adjudication. Failure to successfully meet this requirement will be grounds for employment termination. This position requires a Public Trust security clearance.

FP-05/ GS-09 (equivalent)

  • You must be enrolled and seeking a degree in a qualifying educational institution on a full or halftime basis.
  • You must have completed or will have completed 1 full academic years of law school by May 2024.
  • You must provide an official or unofficial transcript with your application confirming enrollment, degree seeking and GPA status.
  • You must have a minimum 3.0 GPA:
    • If your school does not issue GPAs, please work with your registrar office to understand the markings associated with each course on your transcript to use the GPA Calculation Table. Note: a GPA must be entered for your application to be complete and for you to be considered.

FP-04/ GS-11 (equivalent)

  • You must be enrolled and seeking a degree in a qualifying educational institution on a full or half-time basis.
  • You must have completed or will have completed 2 full academic years of law school by May 2024.
  • You must provide an official or unofficial transcript with your application confirming enrollment, degree seeking and GPA status.
  • You must have a minimum 3.0 GPA:
    • If your school does not issue GPAs, please work with your registrar office to understand the markings associated with each course on your transcript to use the GPA Calculation Table. Note: a GPA must be entered for your application to be complete and for you to be considered.
If you are a student from a university, or taking a specific course, that does not allow participation in paid internship programs, you will be required to provide a letter from your school verifying that you are not allowed to be paid while in the Peace Corps Student Internship Program. Additionally, you will be required to sign a letter of exemption that you will not be paid.

Undergraduate and Graduate Education:

You must be enrolled and seeking a degree in a qualifying educational institution on a full or half-time basis. You must have completed or will have completed 1 full academic years of law school by May 2024 for the FP-05 grade level.

You must be enrolled and seeking a degree in a qualifying educational institution on a full or half-time basis. You must have completed or will have completed 2 full academic years of law school by May 2024 for the FP-04 grade level.

Official or Unofficial Transcripts must be submitted with your application and all Official Transcripts will be required before a final offer of employment can be extended.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program, or full credit has been given for the courses at a U.S. accredited college or university. Intelligence Background Information Peace Corps Manual Section 611 is applicable to this position. This section prohibits the employment of certain persons previously engaged in intelligence activities or connected with intelligence agencies within the past 10 years. If you have ever worked for the Central Intelligence Agency (CIA), you are not eligible for employment at the Peace Corps in any capacity, and you should not apply for employment. Acceptance of employment with the Peace Corps precludes employment by certain intelligence organizations for a specific period of time, determined by the employing agency, after Peace Corps employment ceases.

Applicants who are found to be otherwise qualified will be required to submit upon request in the future a completed Intelligence Background Questionnaire, or narrative signed statement, indicating whether the applicant has been involved in or has had any connection with intelligence activities or related work and, if so, the nature and dates of their involvement. Failure to meet this requirement will result in the applicant being rated ineligible for further consideration. If you have any other type of possible intelligence connection, your application will not be further considered until you submit this form. Except when the CIA or the National Security Agency (NSA) is involved (see below), if your connection with an Intelligence Agency involves an immediate family member who works or has worked in intelligence, the immediate family member should complete the form, not the applicant.
