Incumbent advises Agency managers on new developments and advances in Insider Threat (InT) detection related techniques; planning, organizing, and directing studies to develop long range studies and forecasts; evaluating and making recommendations concerning overall plans and proposals for FTC InT assessments. Collects and analyzes data that is essential for assessing the success of the FTC's InT Program.
Develops and implements analytic strategies for detecting malicious activity on systems and cyber networks through data collected from, and coordination with, information technology sources. Collects and analyzes data, prioritizes significant and emergent events for further investigation, correlates information with other information sources to establish context and compile information into analytic reports in support of reporting requirements and providing relevant updates and briefings to FTC leadership and peers in counterintelligence (CI), legal, information technology, and human resources.
Leads, participates in, or coordinates teams and projects concerned with the collection, review, interpretation, correlation, and analysis of employee related data to identify behavior potentially indicative of an insider threat. Leads working groups to identify and implement recommendations to improve overall functions, operations, and performance. Researches and interprets federal laws and regulations, policies, and procedures to advise on intent and application of concepts and principles to individual situations.
Maintains awareness of latest trends and developments in related areas through trade reports, attendance at symposiums, and personal contact with key personnel in the various related fields.
Serves as the partnership point between the FTC and security and law enforcement cadre during the conduct of investigations and/or inquiries to resolve insider threat matters, employee misconduct or violations of law. Uses these relationships to share information of interest; attend internal and external training, seminars, or conferences on broad or more strategic subject areas.
Conducts annual program reviews, providing written reports that capture key findings and mitigations strategies. Coordinating with internal partners and external agencies on program standing.
Serves as the FTC's appointed Information Security Manager (INFOSEC). Performs a variety of duties related to the INFOSEC program to prevent the compromise or loss of classified information or material. Implements security policies and procedures to ensure that classified material is received, transmitted, handled, stored, and accounted for from the time of receipt until dispatch, return or destruction. Establishes, conducts, and monitors annual training for cleared staff. Ensures all classified material is reviewed, downgraded, destroyed and kept to a minimum in accordance with appropriate directives. Reports security violations and incidents to leadership and assists with conducting the preliminary inquiry and preparing the report of findings.
