The Chief Health Informatics Officer (CHIO) of the Federal Electronic Health Record Modernization (FEHRM) Program Office is a fulltime position that reports administratively to the Executive Director for Clinical Informatics & Data Management Office (CIDMO) of the Office of Health Informatics (OHI). The FEHRM Director is responsible for the oversight of the incumbent's daily work.
The FEHRM's primary mission is to implement a single common federal electronic health record (EHR) to enhance patient care and provider effectiveness, regardless of the location of care. The modern, secure electronic health record enables an integrated patient-centered continuum of care, to include nationwide health information exchange and adoption of interoperable health care data standards.
The FEHRM serves as a single point of accountability in the delivery of a common record that will contribute to full interoperability of health care information between Department of Defense (DoD), Veterans Administration (VA), Coast Guard (CG), and any future federal partners, while also advancing interoperability with the private sector. To further that purpose, as outlined in the September 26, 2018 Joint Commitment letter signed by the VA and DoD Secretaries, the FEHRM will be an agile, single decision-making authority that efficiently manages implementation risk, to include potential functional, technical, and programmatic issues, in support of the Departments' single, seamless integrated EHR objectives.
The FEHRM CHIO reports directly to the FEHRM Executive Director and Deputy Director, who in turn report to the Deputy Secretaries of VA and DoD. The FEHRM CHIO interacts daily with senior executives in both the Veterans Health Administration and the Defense Health Agency, representing the FEHRM, functional leadership from both Departments and the Program Executive Officers. The FEHRM CHIO is a member of the five-member executive leadership team at the FEHRM, which also includes the Director, Deputy Director, Chief Technology Officer, and Chief Interoperability Officer.
The FEHRM CHIO serves as the FEHRM executive responsible for executing functional activities to achieve the common EHR. In support of these activities, the incumbent manages a team of staff dedicated to initiatives such as design/configuration of clinical systems, evaluating enhancements and requirements for such systems, managing data and terminology within clinical information systems, and advancing population health/analytics initiatives. In addition, the incumbent manages a team dedicated to evaluating the impact of EHR deployment to DoD/VA shared sites in order to mitigate risks while ultimately determining a joint deployment strategy for these unique sites.
