This is open to Network Contracting Office (NCO) 7 FACILITY ONLY employees.
The DC exercises supervisory and/or managerial authority for no less than three (3) GS-13 level Contract Specialist supervisors whom directly supervise a group of employees performing work at the GS-5 through the GS-12/13 level. As a first level supervisor, the DC provides work assignment and review, as well as administrative and personnel management functions relative to the staff supervised; distributes workload and ensures work assignments are carried out; tracks work assigned; provides status reports to the DoC and/or DDoC; establishes guidelines and performance expectations, which are clearly communicated through the formal employee performance management system; observes workers' performance; demonstrates and conducts work performance critiques; provides informal feedback and periodically evaluates employee performance; resolves informal critiques and grievances; develops work improvement plans recommending personnel actions as necessary; effects minor disciplinary measures as appropriate to the authority delegated in at this area; reviews and approves leave requests; initiated non-discriminatory practices and affirmative action for the area under his/her supervision in the following: (1) merit promotion of employees and recruitment and hiring of applicants, (2) fair treatment of employees, (3) encouragement and recognition of employee achievement and hiring of applicants, (4) career development of employees, and (5) full utilization of their skills.
