This position reports to the Chairman and is located in the Office of the Solicitor of the FLRA. The incumbent directs the day-to-day operations of the Office, including planning work to be accomplished by subordinates and setting and adjusting short-and long-term priorities. The Solicitor also represents the Authority, as directed, and takes responsibility for special tasks and efforts as required. Specifically, the Solicitor manages, supervises, assists, or performs tasks in any or all of the following functional areas:
Candidates must possess a J.D. degree, be duly licensed and authorized to practice as an attorney under the laws of any State or territory of the United States, or the District of Columbia. Applicants must be an active member of the bar (any jurisdiction) in good standing and have at least 5 years post-J.D. experience.

Evaluation and Ranking of Candidates: Applicants for this position will be evaluated on the basis of: (a) information provided in the application and resume; (b) information provided in the applicant's supplemental statement relating to ECQs and MTQs; and (c) quality and extent of total accomplishments.
Applicants will be evaluated by senior officials on FLRA's Executive Resources Board (ERB). The Board will rate and rank applicants on the basis of the quality and extent of total accomplishments, experience and education. The Board will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the mandatory executive core qualifications requirements. Among the factors the Board will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The ERB will refer the best qualified candidates to the selecting official for further consideration for the position. Upon selection, the Qualifications Review Board (QRB) administered by the Office of Personnel Management (OPM), certifies the executive qualifications of candidates for initial career SES appointments.

The Federal Labor Relations Authority (FLRA) is an independent administrative Federal agency created by Title VII of the Civil Service Reform Act of 1978 (also known as the Federal Service Labor-Management Relations Statute) (the Statute), 5 U.S.C.§§ 7101-7135. The mission of the FLRA is to protect rights and facilitate stable relationships among federal agencies, labor organizations, and employees while advancing an effective and efficient government through the administration of the Federal Service Labor-Management Relations Statute. In striving to fulfill its mission, the FLRA executes the following five (5) primary statutory responsibilities, as set forth in the Statute:
1. Resolving complaints of unfair labor practices (ULPs);
2. Determining the appropriateness of units for labor organization representation;
3. Adjudicating exceptions to arbitrators' awards (ARB);
4. Adjudicating legal issues relating to the duty to bargain (NEG); and
5. Resolving impasses during negotiations (Impasse).
