This position serves the National Park Service's Pacific West Region Land Resources Program Center (Lands) as a specialist and technical manager in the interconnected disciplines of cartography, geography, aerial photography, photogrammetry, remote sensing, geographic information systems (GIS), and computer aided design (CAD). The position is responsible for aiding the region's Realty Officer in the administration of the Lands cartographic program.

Responsibilities include the technical development and integration of service wide standards related to the implementation and management of geospatial land status data. It requires advanced knowledge and skills in mapping and related sciences in order to plan, design, research, develop, construct, evaluate, and modify mapping products and technology. Additionally, experience with land records (deeds, plats, land descriptions) and skills in contracting, budget, personnel, and resource management are necessary in providing high level cartographic mapping services including the development, digital conversion, distribution, and archiving of both data and metadata for the region.

Qualifications

All qualifications must be met by the closing date of this announcement-06/21/2022-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. In order to qualify for the Interdisciplinary (Geographer or Cartographer), GS-0150/1370-12 position, you must meet one of the following basic education requirements:

Geography: You must must meet either option A or B outlined below.

A. Successful completion of a bachelor's or higher in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. Note: You must submit your transcripts.

OR

B. A combination of education and experience in courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. Note: You must submit your transcripts.

Cartography: You must meet either option A or B outlined below.

A. Successful completion of a bachelor's or higher in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). Note: You must submit your transcripts.

OR

B. A combination of education and experience in courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education.

Applicants whose experience in cartography was in the Federal service may have gained this experience by working in an occupational series other than GS-1370. Occupations in which experience may have been gained include Geography, GS-150; Civil Engineering, GS-810; General Physical Science, GS-1301; Geodesy, GS-1372; and Land Surveying, GS-1373.

Specialized experience: In addition to the Basic Qualification Requirement for the appropriate occupation series, you must the specialized experience outlined below. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: : (1) creating and presenting complex information on conventional maps; (2) preparing legal descriptions and computing acreage through the use of surveys, deeds, tax assessor information, aerial photographs, and mosaics; (3) analyzing surveys, legal descriptions, plats, GIS and other spatial information of varying scales, complexity, and content; (4) providing support in the proper use of Lands geospatial data; (5) serving as a senior expert involved in cartographic work for which technical problem definitions, methods and/or data were incomplete, controversial, or uncertain and whose evaluations and recommendations were accepted by others as those of a technical expert; (6) mentoring or supervising other cartographers or GIS specialists and providing significant involvement, input and decision-making, and guidance to the other employee.

Additional information

Physical Demands: Incumbent performs mostly sedentary duties in an office setting. The work requires sitting or standing for prolonged periods, lifting, placing and retrieving maps and media from large file cabinets. The work also requires long periods of concentration and sitting in one position at a drafting or digitizing table or computer monitors. Occasional travel will be required to perform field inspections in undeveloped remote areas requiring some hiking with equipment.

Working Conditions: Most of the work is performed in a typical office setting. Equipment involves low risk of injury, but care must be taken to observe safety rules for the employee, co-workers, and subordinates. Equipment may include computers, large plotters, and oversized document reproduction. Occasional travel will be required to perform field inspections in undeveloped remote areas, meet with park or national staff and attend meetings and job-related conferences.
