Duties

Help

As a Supervisory IT Specialist, you will:

  • Serve as the Deputy Director of the Office of Computer and Communications Systems (OCCS) and as the Deputy Chief Information Officer (CIO), NLM.
  • Advise the NLM CIO, on matters related to information technology policy, compliance and implementation.
  • Be responsible for assessing, implementing, and managing information technology programs with NLM-wide impact based on legislative mandates, federal government directives, policies and guidance.
  • Establish and lead the NLM information technology investment review program and formulate the NLM information technology systems budget.
  • Develop short and long-range plans which identify NLM-wide IT goals and objectives, outline the budget, anticipate future needs, and consider new systems, methodologies, and best practices.
  • Represent the NLM CIO in official capacity when dealing with external federal entities such as NIH, HHS, GAO and the HHS OIG regarding cross-agency information technology activities.
  • Set architectures and standards for the development of computer systems at the NLM based on federal policies and guidelines, and establishes appropriate training to assure adherence to such standards.
  • Participate in supervising and directing the activities of OCCS staff and contractors.
  • Manage NLM-wide projects involving information technology through staff in OCCS/OD.
  • Advise on IT with emphasis on biomedical support systems, information security, networking (including high performance networks), and telecommunications (including NLM infrastructure, NIH architecture, Internet, and emerging technologies).
  • Represent OCCS on specific NLM-wide activities and projects, participates on a number of NIH working groups and meetings, and serves as a representative for OCCS and/or NLM.

Qualifications

For all IT positions, individuals must have IT-related experience demonstrating each of the four competencies listed below:

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND You qualify at the GS-15 level, if you meet the following qualification requirements:
  • You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: planning and directing IT programs policies for a large organization; evaluating the compliance, effectiveness and efficiency of IT systems and services for a large organization; developing methods to optimize and improve IT systems and services; and evaluating the performance of direct subordinates and providing counseling, advice, and instruction concerning both technical and administrative matters.
