As a Program Analyst, typical work assignments include:
1. Implement and manage the continuous evaluations of USTDA programs to assess the outcomes and impacts of the Agency's investments.
2. Oversee the services provided by outside Evaluation Contractors including reviewing work product and ensuring compliance with contract terms.
3. Calculate key project performance metrics, ensuring that metrics are reported accurately and consistently to uphold accountability and transparency with external stakeholders.
4. Utilize the data and evidence from these evaluations to provide significant input into Agency regional program funding decisions, Agency strategic planning, and Agency reporting to internal and external audiences.
5. Develop and utilize complex databases, spreadsheets, charts, graphs, reports, and tables in order to present findings and conclusions. Prepare reports, papers, and memos analyzing empirical results of projects ensuring information reported is accurate and complete.
6. Review documents produced during the program and project-life cycle and ensure USTDA's files and records are complete with regards to federal record keeping guidance.
7. Communicate with U.S. businesses, U.S. government agencies, and foreign entities on behalf of the Agency to collect key data and information regarding USTDA's evaluation results.
Combination of education and/or experience may substitute for the specialized experience requirement:
GS-9: A master's degree or equivalent degree or two full years of progressively higher level education leading lo such a degree, or an LL.B or J.D., if related. Such education must demonstrate the knowledge, skills and abilities necessary to perform the duties of the position.
GS-11: A Ph. D or equivalent doctoral degree, or three full years of progressively higher level graduate studies leading to such a degree or LL.M, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
Education alone will not qualify for the GS-12 and GS-13.

Telework Suitability:
