Summary

This position is part of the WAPA Headquarters. As a Reliability Compliance Management Specialist, you will be responsible to administer the Western Area Power Administration's reliability compliance program and specifically manage the regional reliability compliance program for assigned regional NERC registrations.

The incumbent serves as the technical expert on North American Electric Reliability Corporation (NERC) and Regional Reliability Organizations (RRO) reliability standards compliance activities and develops, directs, and oversees compliance programs for assigned NERC registrations. Serves as the regional NERC Reliability Compliance Manager and is an authority on compliance violation decisions. Actively participates in the review of NERC/RRO standards compliance audits or investigations for other Regions. Facilitates development of mitigation plans to comply with compliance findings. Coordinates and reviews policies, guidelines and procedures required to meet NERC/RRO standards. Participates in cross-functional teams to plan, develop, and implement processes and guidance for the reliability compliance program. Utilizes the internal monitoring and reporting process to provide reasonable assurance of reliability compliance with the RRO/NERC mandatory compliance monitoring and enforcement program. Knowledge of Operations, Transmission Planning, Maintenance, and Information Technology functions policies, concepts and principles. This includes knowledge of management and agency policies and regulations, and their application to improve the effectiveness of broad and complex program areas.

For the lower grade level, incumbent will perform a wide range of tasks described in the above duties, but at a lower level of work designed to further develop and refine the knowledge and skills of the incumbent. Assignments will typically combine productive work with on-going training and instruction. Supervision received at the lower level will be closer with oversight and review being provided more frequently.

Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's vaccination tracking system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

For the GS-13 level, one year of experience equivalent to the GS-12 level, experience applying electrical utility industries North American Electric Reliability Corporation (NERC) and Regional Reliability Organizations (RRO) reliability standards as part of an internal compliance program.

For the GS-14 level, one year of specialized experience equivalent to a GS-13 level, experience advising on electrical utility industries North American Electric Reliability Corporation (NERC) and Regional Reliability Organizations (RRO) reliability standards and policies governing electric power system operations, information technology operations, or maintenance operations.
