This is an Excepted Service position and is open as well to Non-Citizens as allowed by law. This position will be filled through an alternative hiring process and is not in the competitive civil service.
This attorney will be a Special Legal Advisor in the Department of Labor who directly reports to and supports the leadership of the Office of the Solicitor’s Management and Administrative Legal Services Division (SOL-MALS). The attorney researches, prepares written legal opinions, and provides oral advice on legal matters across the full range of MALS Division responsibilities, which cover “General Counsel” or “governmental law” areas from appropriations law, to federal procurement law, to authorities and delegations, to internal employment and labor relations law, to FOIA, privacy, federal records, and other information law subjects. Other legal subject areas include federal continuity, security, audit, and oversight matters. If legal issues arise that do not fall into existing Counsel areas of expertise, the attorney may be required to research and advise on novel and complex matters. The attorney helps review, coordinate and clear legal reviews and reporting on wide-ranging legal issues.

The attorney will also contribute to the business of running a government legal office. The attorney will lead or coordinate projects across the Division’s administrative management functions. Projects may involve data analysis of SOL’s legal cases and workload; involvement in SOL management initiatives; responses to data calls on administrative or programmatic issues; program reports to SOL and DOL leadership; performance management pursuant to SOL’s operating plan; procurement planning and execution; preparation of budget narratives and issue papers; and active participation in Continuity Planning.

GS-13, two (2) years of progressively responsible legal experience of a professional nature which demonstrates the ability to perform the work at this level. You must have one year of specialized experience, as described below, at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal Service.
GS-14, three (3) years of progressively responsible legal experience of a professional nature which demonstrates the ability to perform the work at this level. You must have one year of specialized experience, as described below, at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service.
For this position, specialized experience means one or more years of experience providing advice or litigating cases related to governmental or general law topics relevant to this position, such as federal appropriations law, organizational authority, criminal law, federal procurement law, federal employment and internal labor relations law, FOIA, Privacy Act, Federal Advisory Committee Act, Federal Records Act, other areas of government information law, or similar government legal disciplines related to the operations of a cabinet agency.

Knowledge of and experience in one or more areas of governmental and general law areas handled by the SOL-MALS Division (which includes appropriations law, organizational authority, federal procurement law, internal employment and labor relations law, FOIA, Privacy Act, Federal Advisory Committee Act, Federal Records Act, Paperwork Reduction Act, government information law, criminal law enforcement and insider threat law). Experience in investigative, security, and/or criminal law enforcement is a plus.
Ability to perform sound legal research and analysis.
Excellent oral and written communications skills, including the ability to draft well-written, organized and persuasive legal documents, and the ability to make effective oral presentations in a clear and concise manner, including presentations to clients.
Ability to advise senior management officials, colleagues and clients, and to establish and maintain effective working relationships with personnel of all levels.
Ability to analyze and report on complex data, such as case success rates, litigation costs, and enforcement results. Experience in evidence-based decision making is a plus.
Ability to organize and manage projects. Experience with project management tools and approaches is a plus.
Ability to multi-task in a complex and fast-paced inter-disciplinary legal environment.
Demonstrated ability to plan and conduct litigation in federal courts and administrative forums is a plus.
