The duties and responsibilities for a 0343 Program Analyst (FARA) generally include, but are not limited to, the following:

The incumbent utilizes expert analytical skills to plan, analyze, and evaluate the effectiveness of the FARA program.
The incumbent serves as a technical authority on the registration, reporting, and disclosure requirements of FARA.
The incumbent develops policies relating to the registration, reporting, and disclosure procedures and requirements of FARA and recommends changes to current policies and procedures to ensure compliance with the Act.
The incumbent leads the investigation of individuals and entities to determine whether they are violating FARA.
The incumbent formulates correspondence to inform identified parties of potential violations, delinquencies, and deficiencies to obtain the necessary information to ensure adequate disclosure and compliance.
The incumbent analyzes registration statements and implements accurate accounting of financial data and other information in the FARA databases to ensure accurate recording of registrants' receipts and expenses, and historical information, which is posted on the FARA website, reported to Congress, or used for program management and statistical purposes.

Qualifications

To qualify for the position of Program Analyst (FARA), (GS-0343-14), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade.

If you are a current Department of Justice employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level, to meet the time-in-grade requirements for this occupational series and grade.

Specialized Experience: Applicants must have at least one full-time year (52 weeks) of specialized experience equivalent to at least the GS-13 grade level in the Federal service that included: 1) Independently communicating and advising on manners in which individuals or entities can comply with Federal Reporting Regimes; 2) Conducting extensive examinations and searches of database records to identify, verify, and extract information identifying potential violations of Federal laws or regulatory regimes; AND 3) Drafting memoranda and correspondence to law enforcement relaying results of database searches.
