The Office of the Chief Information Officer (OCIO) is a customer service organization dedicated to providing information technology (IT) solutions and leadership to advance DOL’s mission. As a part of OCIO, the incumbent will serve as an ARPA AI Strategist/Advisor supporting the establishment and architecture of an enterprise-wide vision and approach for leveraging DOL mission data to improve evidence-based policy and decision making at DOL through the implementation of Machine Learning (ML) and Artificial Intelligence (AI) to expand automation of DOL business processes.
The ARPA AI Strategist/Advisor will work in conjunction with our federal agency partners as well as national and state workforce agencies to implement American Rescue Plan Act of 2021 (ARPA) unemployment insurance (UI) provisions that respond to the economic effects of the Coronavirus Disease 2019 (COVID-19) pandemic. Specifically, the ARPA AI Strategist/Advisor will support modification of state workforce computer systems to accommodate the extensions and modifications provided under ARPA. In addition, the incumbent will work to limit fraud through detection and prevention, to promote equitable access and ensure timely payment of benefits to eligible workers, and accelerate claims processing or process claims backlogs due to the pandemic.

Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service to qualify for GS-14.
Specialized experience to qualify for GS-14 is defined as:
1. Experience developing Machine Learning solutions using opensource tools such as R or Python to oversee testing, optimization and deployment of machine learning models.
2. Experience working with cloud-based AI off-the-shelf solutions (examples: AWS Lex, Google Translate API, etc).
3. Experience developing recommendations for improvements to include partnering and collaborating with business and mission analysts to understand current business processes and develop automated workflows.
4. Experience identifying and communicating findings across the organization on current state observations, data analytics, benchmarking and leading practices.
5. Experience across the complete lifecycle (solutioning, development, cloud deployment) of an AI Solution.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., PeaceCorps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
