The GS-0028-13 Environmental Protection Specialist serves as the Regional Environmental Coordinator for the National Park Service, Interior Region 11 - Alaska. The Regional Environmental Coordinator is part of the Regional Environmental Planning and Compliance Team (EPC) and is the principal advisor to the Regional Director on the National Environmental Policy Act (NEPA) and its implementing regulations and analysis procedures. This position reports to the EPC Program Manager and is based in the Alaska Regional Office in Anchorage, AK. Situational telework may be permitted.
The Regional Environmental Coordinator is responsible for coordinating and conducting the review of NEPA documents on proposals, plans and projects in Alaska parks and external proposals potentially affecting park resources or values or areas of jurisdiction. In this capacity, the incumbent serves as a lead authority and advisor to the EPC Program Manager and adeptly navigates complex and controversial projects. Reviews ensure protection of park resources and values and technical and legal sufficiency of documents and procedures for the Regional Director and Park Superintendents.
The Regional Environmental Coordinator serves as the primary expert on NEPA to support regional and park staff and regularly provides advisory guidance, technical assistance, and may foster professional development for new NEPA practitioners in the region. The position may facilitate all aspects of environmental document preparation as a project manager or in a technical support role to park or regional staff, including leading interdisciplinary teams, coordinating with state and federal agencies on environmental and regulatory issues, and acting as the NPS representative to the public. The incumbent will work with the Alaska National Interest Lands Conservation Act (ANILCA) and other environmental laws, regulations, and policies as they apply to the natural resources of Alaska National Parks.

A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
Travel, transportation, and relocation expenses will be paid if the person selected for the position is from outside the local commuting area and is otherwise eligible for reimbursement of relocation expenses under the Federal Travel Regulations. Or a relocation/recruitment incentive may be offered.
Alaska currently does not have a state income tax.
