The Associate Director (AD) for Joint Cyber Planning Office (JCPO) serves as a senior CISA official. The AD for JCPO is responsible for the oversight, improvement, and maintenance of a robust national-level cyber capabilities; to effectively communicate, coordinate and collaborate across a complex landscape of interagency, State and local, international and private sector partners; to ensure situational awareness; develop and share analysis and technical data on cyber threats, vulnerabilities and incidents; and to plan and lead execution of national and international cyber defense campaigns to protect the Nation's critical infrastructure.
Specific responsibilities include:
Leading a team responsible for building and leading operational collaboration with public and private partners to execute CISA's cyber defense mission. This includes building, exercising, and coordinating execution of joint cyber defense operational plans; managing operational partnerships with Federal, State, Local, Territorial, and Tribal (SLTT), international, and industry stakeholders, integrating CSD's operational capabilities, resources, and processes to meet specific mission needs; and developing cybersecurity technical products and guidance.
Providing critical leadership and direction in accomplishing CISA's cyber defense operations mission in a coordinated and integrated manner to address identified cybersecurity campaigns, threats, and vulnerabilities.
Managing the development and distribution of warnings and guidance in execution of CISA's National Cyber Alert System (NCAS).
Overseeing public-private sector information sharing programs to help prevent, detect, mitigate or recover from the effects of cybersecurity intrusions. This includes implementing information sharing mechanisms with diverse Federal, SLTT, international, and industry stakeholders.
Leading execution of daily analysis and situational monitoring to provide information on operational priorities and other events to inform organizational priorities and promote integration of applicable capabilities.
Integrating other Department of Homeland Security (DHS), US Government and private sector capabilities into CSD's cyber defense operations, including collaboration and technical exchanges with CISA partners.
Building and sustaining an effective and efficient management organization, with appropriate internal processes and performance metrics, capable of supporting the cybersecurity detection and information sharing mission.
Representing CSD with key external stakeholders, include private sector leaders, SLTT representatives, and Congressional staff.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed above.
The ideal candidate will have experience supervising employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or its equivalent in the private sector or non-governmental organizations.
Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.
