The OPA Public Affairs Specialist will be responsible for supporting media relations, public engagement, and national campaigns to convey information about the agency to the public, press, and SEC staff. This may include programs, policies, rules, and regulations; research results; major activities; and agency decisions. The incumbent will serve as an adviser to Commission leadership on media/press matters, and participate in press briefings, policy-making meetings, and conferences.

Typical duties include:

Preparing press releases, conducting media briefings, arranging contacts with authorized staff members, responding to requests for information relating to SEC programs and operations, supporting public engagement activities, and creating a variety of communications for the SEC, including written, digital, and social media.
Supporting various external and internal communication projects and operational activities, including content creation and editing, digital messaging, visual media production, agency-sponsored events, metrics gathering, and analytics.
Explaining Commission actions, providing relevant materials, developing responses to anticipated questions from the press/media about information covered during open hearings, and managing informal press briefings following testimony.
Advising management on matters pertaining to public information to ensure compliance with information security, Freedom of Information and Privacy Act requirements, and agency policies governing the clearance and release of public information.
Coordinating the media coverage of agency matters, preparing educational and marketing brochures and press kits, monitoring public and press attitudes towards the agency, and recommending corrective activities to management as needed.
Establishing effective working relationships with members of the news media; special interest groups; federal, state, and local governments; and professional and business organizations.
Managing special projects or studies, monitoring audience response, and supporting actions that lead to improvements to OPA's operations, approaches, or systems used to communicate with the press and public.
Performing other duties as assigned.

This position is in the collective bargaining unit.
Due to COVID-19, the SEC is currently in a mandatory telework posture through September 7, 2021. If selected, you will be permitted to temporarily telework from a location outside the local commuting area.
Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 60 days. At that time, you will be eligible to request telework in accordance with the SEC s telework policy

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MINIMUM QUALIFICATION REQUIREMENT:

SK-13: Applicant must have at least one year of specialized experience equivalent to at least the GS/SK-12 level. Specialized experience includes the following:

Conducting public engagement, media coordination, and employee communications, and applying strategies and tools such as print, broadcast and digital media, social media, visual design, live, virtual or recorded events, and web content management; AND
Managing a portfolio of media relations and communication projects that convey complex information about a financial regulatory agency to the press, public, and staff; AND
Developing and executing all aspects of press coverage including education kits, briefings, press releases, brochures and other information collateral; AND
Advising management on matters pertaining to public information to ensure compliance with information security, Freedom of Information and Privacy Act requirements, and policies governing the clearance and release of public information; AND
Monitoring, analyzing and enhancing the performance of communication activities.
