About the General Law Office
GLO is one of several law offices in the OGC and consists of the Conflict Prevention and Resolution Center and four practice group areas, one of which is the Employment Law Practice Group (ELPG). The ELPG provides a broad range of employment and labor law-related services to EPA managers and supervisors. Topic areas include, but are not limited to, employee discipline, performance matters, and reasonable accommodation. Members of the ELPG also represent the Agency before the Equal Employment Opportunity Commission, Merit Systems Protection Board and the Federal Labor Relations Authority. Further, ELPG members represent the agency in arbitrations and work closely with U.S. Department of Justice attorneys in employment litigation brought in District Courts.
In this position, you will:
Under the administrative supervision of the Associate General Counsel and the Deputy Associate General Counsel, provide legal advice to Agency managers and supervisors and represent the Agency in litigation on employment, personnel, and labor law matters, including issues arising under:
-Title VII of the Civil Rights Act of 1964;
-The Civil Service Reform Act of 1978, as amended;
-The Age Discrimination in Employment Act of 1967, as amended;
-The Equal Pay Act of 1963;
-The Rehabilitation Act of 1973, as amended;
-The Whistleblower Protection Act of 1989, as amended;
-The whistleblower protection provisions of a wide range of environmental statutes; and
-Other relevant statutes, Executive Orders, regulations, policies, and procedures.
Work closely alongside others with different viewpoints and social identities from your own (including race, religion, national origin, age, sex, sexual orientation, gender identity, disability, and genetic information).
This position is in the excepted service. Selection under this appointment authority does not confer civil service competitive status. However, this position is covered for the purpose of federal retirement and benefits.

Conditions of Employment
Qualifications: Applicant must have an LL.B. or J.D. degree from an accredited law school; must be admitted to practice before the highest court of a State, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico; and must maintain active status as a member of the bar of one of these jurisdictions. Incumbent should have experience in providing legal advice and counsel at EPA, other federal, state or local agencies, or courts, non-governmental organizations, or in private practice.

The ideal candidate will have a very strong academic and employment record, including evidence of nuanced legal analysis with respect to both statutory construction and applicable case law, excellent research and writing skills, superior oral and written communication, strong interpersonal skills, initiative and self-motivation, the ability to work effectively in a team and independently, a commitment to public service, and mature judgement and the ability to work with diverse persons and perspectives. Knowledge and relevant experience in administrative or employment law, or both, preferred but not required.

Veterans: There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Environmental Protection Agency considers veterans' preference eligibility as a positive factor in attorney hiring. Applicants eligible for veterans' preference must include that information in their cover letter or resume and attach supporting documentation (e.g., the DD 214, Certificate of Release or Discharge from Active Duty and other supporting documentation) to their submissions.
