This position is located in a State Human Resources Office servicing both Army (ARNG) and Air National Guard (ANG) full-time personnel. The primary purpose of the position is to serve as a Human Resources advisor and technical specialist for position classification, position management, and compensation related areas (i.e. Environmental Differential Pay (EDP/Hazardous Duty Pay (HDP)/Supervisory Pay Differentials/Wage Surveys/Grade and Pay Retention, etc.).
--Serves as the technical expert within the state to plan, develop, direct and operate the Position Management and Classification program within the State Human Resource Office. This program is designed to support and sustain the combat readiness of both the Army and Air National Guard force structure through the effective use of the full-time support workforce.
--Provides technical advice to managers to facilitate full and responsible management advisory services to assigned organizations such as planning and performing studies to identify long and short range personnel needs, advising on organization structures to meet mission as well as management needs, and solving problems dealing with morale, turnover, job dilution or expansion.
--Organizations reviewed may consist of a combination of technician, AGR, state, Active Duty Special Work (ADSW), etc. positions. Ensures position structures achieve optimum balance between economy, efficiency, and skills utilization and employee development. Advises on supervisory ratios, appropriate use of assistant and lead positions, position and manpower design concepts, fragmented organizational structures, grade controlling factors, etc. Prepares comprehensive position management reports.
--Reviews job descriptions, evaluation statements, documentation of position management studies, competitive levels, Table of Distribution and allowance (TDAs) and Modification Table of Organization and Equipment (MTOEs) to ensure application of sound classification and position management principles. Reviews or initiates review of classification data to identify discrepancies and takes or ensures corrective action is taken. Determines proper response to higher echelon requests for data/information and coordinates or performs the gathering and compilation. Serves as specialist/troubleshooter with independent responsibility for resolving very difficult problems in the Position Management and Classification function.
-- Exercises delegated classification authority to develop and evaluate/certify position responsibilities for all positions within both the Army and Air National Guard, to include both Title 32 dual and non-dual status employees, AGR incumbents and possibly state employees, and/or contracted service employees. Applies classification standards and supplemental guidance to determine title, series and grade. Conducts on site or telephonic audits, prepares written evaluation statements as required by National Guard Bureau policy, and processes individual actions. Interprets and explains classification criteria, and prepares and/or presents advisory opinions on the classification of positions. Provides advice and assistance with classification appeal procedures, and ensures that appeal packages comply with DoD/OPM requirements.
--Assignments include highly complex and unstable organizations involving a wide variety of positions and personnel actions, which are sensitive and extremely difficult in nature. The incumbent independently resolves difficult issues and problems requiring consideration of the total human resource management program. Serves as a technical expert on classification matters to advise the HRO and/or Adjutant General on program requirements and practices.
--Serves as the state's principal advisor and consultant to key management on the full range of position classification for a variety of professional, administrative, technical, and trades and labor occupations, including positions for which no classification or job grading standards exists. Certifies and implements standardized position descriptions. Ensures timely implementation of classification releases/manpower changes, and initiates action to resolve any controversial problems or conflicts. Coordinates releases with appropriate specialists in the HRO. .
--Assists managers with planning and implementing reorganizations that frequently are the result of major mission changes or sweeping realignment of positions and personnel. Advises on organization structures, classification changes, position/employee impact and related actions to ensure regulatory compliance prior to implementing new structures.
--Responds to inquiries regarding all position related matters from the serviced workforce and coordinates with NGB-HR Position Management and Classification Division, as required.

GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE:
GS-09 (Entry) Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.
GS-11 (Journeyman) Must have at least one year of specialized experiences as a GS-09, GS-10, or the equivalent in regard to human resources programs, such as federal civilian, military, or National Guard technician personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have working knowledge of the Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include strategic sourcing. Experienced in performing military personnel activations, deployments, and redeployments. Knowledge of readiness status reports and their direct use by managers or commanders. Competent in writing, designing, formatting, publishing, and presenting specific program assigned work to peers and immediate supervisors at workshops or special committee meetings. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian and military promotions. Experienced in conducting reenlistments, assignment and reassignment actions, human resources development programs, education and training policy requirements, retraining procedures, or retirements. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in personnel plans, programs, and policies, and advised others on their implementation activities. Skilled in applying program directives, policies, and training manuals. Knowledgeable on manpower resources and allocations in support of the Army and Air National Guard planning, programming, budgeting and implementing procedures. Working knowledge in merit principles, prohibited practices, performance management, and productivity programs; and, experienced formulating process improvement, best practices, and performance techniques.
Air National Guard Enlisted GS-09 through GS-12 Positions Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
Air National Guard Officers GS-11 through GS-14 Positions An undergraduate degree from an accredited college or university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
