Title 32 CAT 1- All on board Federal Employees/Technicians within the ALARNG (T32 and T5, Permanent and Excepted Indefinite)
(1) Responsible for management, planning, design, development, and production of final visual products for ARNG safety/aviation training, countermeasure, and prevention programs which use visual material for communication . Utilizes an extensive knowledge of graphic arts to develop concepts and abstract ideas which affect attitudinal development and modification of behavior for the purpose of training ARNG personnel in safe job performance and conservation of resources. Keeps abreast of latest developments in graphic art procedures, regulations, production and reproduction techniques.
(2) Manages visual information requirements for the organization to include preparation, costs, specifications, timeliness, and monitors printing, graphic design, and specialized illustration contracts. Responsible for blending word and art and recommends modification of text as required.
(3) Responsible for concept design and final development of illustrations, freehand drawings, charts, vugraphs, cover designs, posters, specialized printing, and camera-ready art. Makes full use of existing visual material and supplements with development of new material. Collaborates with audiovisual production specialists, training developers, and contractors for custom material. If required, rejects material. Based on a knowledge of total available resources, selects and recommends substitutions that may be superior in conveying information reproducibility or visual effect.
(4) Interprets program concepts to determine important elements to be presented visually and collaborates with training developers to ensure objectives of the program are met. Plans material to encompass information objectives and needs of subject audience. Develops alternate proposals due to cost or time frame limitations.
(5) Applies advanced methods and techniques in design, commercial art, reproduction and printing procedures, campaign promotion, as well as a variety of color media . Uses airbrush, pen and ink, typography, freehand illustrations, pastels, acrylics, watercolors, and diazo process. Equipment used includes animation board, pin registration, art library, camera lucida, process camera, diazo, and typesetting machine.
(6) Advises organization personnel on latest methods in visual presentations. Determines best method to emphasize subject matter and selection of colors, size, and materials from oral descriptions and rough sketches. Translates narrative material into visual form. Responsible for concept, layout, execution, or procurement of desired graphics for final presentation.
(7) Coordinates exportable printed materials for special emphasis programs, posters, and job performance aids that require involvement with other government agencies and management of contracts. Develops other ARNG peculiar projects as directed.
(8) Plans requirements for and maintains adequate supplies to ensure production is not curtailed. Ensures operational capability of all visual equipment. Conducts research and experimentation within and outside the agency to determine feasibility and applications of new techniques and materials.
(9) Performs other duties as assigned
Successful completion of a full 4-year course of study in fields listed below leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements. Education - Undergraduate and Graduate Education: Major study -- commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Some positions may also require subject-matter knowledge of medicine, science, or technical equipment.
