Title 32 CAT 1- All on board Federal Employees/Technicians within the ALARNG (T32 and T5, Permanent and Excepted Indefinite)
--Manages the command's COMSEC program. Interprets a variety of Department of Defense (DoD), major military component and National Guard Bureau (NGB) guidance and develops the state policy implementing higher agency policies and directives. Provides oversight and technical support to COMSEC account administrators throughout the state. Conducts audits and inspections of subordinate accounts. Interfaces with numerous DoD and NGB activities and commands to resolve COMSEC issues and provides input on proposed changes affecting the command. Reports findings of COMSEC audits/inspections to NGB and the appropriate COMSEC organizations. Coordinates with applicable organizations/offices to resolve complex COMSEC issues. Determines requirements for and distributes COMSEC key, radio hopsets, etc. for the state.
--Develops and manages the command spectrum management program, which includes all aspects of bandwidth spectrum management. Maintains the state frequency authorization document. Coordinates with agency level COMSEC account managers to maintain current allocations and obtain new authorizations. Maintains the state frequency emitter list. Coordinates with numerous state and federal agencies to ensure required frequencies are available for multi-agency operations, state compacts, convoy movements, etc. Allocates and assigns frequencies to supported activities within the state. Prepares, publishes, and disseminates Signal Operating Instructions (SOI) using automated systems. Provides guidance, and technical assistance to subordinate elements concerning SOI preparation and frequency management.
--Manages the states non-tactical radio networks, to include High Frequency (HF), Very High Frequency (VHF), and trunked systems. Provides guidance and assistance to activities operating radio nets and ensures operational readiness of same, to include Military Affiliated Radio System (MARS). Manages satellite communications (SATCOM) interfaces, to include up/down links, digital to wireless integration, and satellite phones. Develops plans and procedures to support emergency and/or contingency operations in support of state or national requirements.
--Manages the state's Secure Telephone Unit (STU-III) program and serves as the STU-III/STE (Secure Telephone Equipment) user representative. Responsible for determining hardware distribution requirements, key distribution, and operational status of the states' secure telephone and securable facsimile assets. Coordinates STU-III net calls as required.
--Serves as the Defense Messaging System (DMS) Organizational Registration Authority for the command. Processes new DMS user accounts, obtains and issues applicable security devices, and processes requests for changes to accounts and accesses.
--Performs other duties as assigned.
Military Requirements: This is an excepted service position that requires membership in a compatible military grade in the Alabama Army National Guard. GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level. Experiences gained through military technical training schools (restricted to one of the identified/allowed compatible military skills) are included in the one year on-the-job experience. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: To qualify for appointment to the ARNG Telecommunications Specialist, GS-0391-11, position (Organizational Title: COMSEC/Spectrum Coordinator) located in an JFHQ State, J-6 Information Management Office, Information Management Branch, an ARNG applicant must qualify for award of the position's compatible military elements and there must be a vacant manpower authorized position requirement to satisfy position's military aspects: Service, Unit of Assignment, Rank, and Military Skill Set. The applicant must have at least 36 months of the position's specialized experiences and competencies in frequency spectrum, radio, secure communications, and communications security (COMSEC) National Guard programs. Skilled in developing technical specifications and planning for analog and digital telecommunication programs and projects that involve grouping materials, coordinating schedules, and the testing equipment, services, and software for performance acceptability. The applicant must have the abilities to manage the frequency spectrum, radio, secure communications, and communications security (COMSEC) programs of the state National Guard. Must have skills and working knowledge of acquisitions, operations, technical acceptance, installation, testing, modification, and replacement of analog and digital telecommunications equipment, services, and systems. Must have skills and knowledge of a wide range of communications concepts, principles and practices, such as, HF and VHF radio transmissions; Satellite communications; and Secure Telephone Unit requirements. Specialized experiences included work on digital and analog radio communications requirements and operating techniques. Has the competencies to identify sources of data to evaluate complex requirements and proposals, along with the abilities to define, coordinate, plan, and satisfy communication requirements. Must have in-depth working and skill to work with electronic communications equipment, systems, services and transmission media along with basic electronics theory and operating principles. Must have a full-range of skills and working knowledge of the agency's spectrum management, COMSEC and Defense Message System (DMS) regulations, policies, and is skilled in the procedures needed to coordinate, plan, and satisfy user requirements, along with the skills to interpret, analyze, and develop state policies and procedures.
Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college or university or from an equivalent professional military education school supports a well-qualified result.
To receive consideration of a, Best Qualified rating for hire into a GS-0391 position, one of the required qualification factors is for the applicant to have, at a minimum, an Undergraduate Degree or a Graduate Degree in a major study of electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, or, industrial management.
To receive consideration of a Well Qualified rating for hire into a GS-0391 Position, the applicant must have completed, at a minimum, one of following other educational programs: Communications, Electronics, or Automatic Data Processing with awarded certificates or diplomas from post-high school Technical Institutes or Business schools. Or, the applicant was awarded training certificates from the Armed Forces' professional education and skill technical training schools that included basic skill and advanced developmental instructions in the specific Title 32 Dual Status Technician GS-0391 position's allowed compatible military skills. These types of education program achievements are allowed as substitutions for specialized experience factors.
To receive consideration of a Qualified rating for hire into a GS-0391 Position, the applicant must have, at a minimum, completed certifications as applicable for award of the Title 32 Dual Status Technician GS-0391 position's allowed compatible military skill. For example, for award of AFSC 3D011, Cyber Surety, the applicant should have a completed certification in computer and information systems technology; or, a network computing commercial certification.
