About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-APF-W6Z7AA USA CYBER CMD ACOIC.Serves as the Deputy G2 for Programs and Policy as a senior intelligence and security advisor and technical authority.

Duties

Help
  • Develops long-range intelligence and security strategic plans, policies, programs, systems, methods, and techniques to provide for the protection and defense of intelligence and security operations.
  • Participates in the planning, directing, coordinating, and evaluating of the G2 programs, and exercises management authority and responsibilities for the G2 staff.
  • Supervises work in the development, design, testing and operations of cyber security.
  • Performs personnel management functions through technical and administrative supervision of the G2 staff (civilian and military) that perform a variety of intelligence and security work in support of cyber security.
  • Conceives, plans, conducts, and directs highly technical projects.
  • Manages and implements new or unique intelligence and security programs for the command.
  • Evaluates and directs Intelligence architecture requirements development and Intelligence force development efforts within the ARCYBER intel enterprise.
  • Establishes G-2 intelligence, security, and counterintelligence objectives and priorities in accomplishing assigned missions.
  • Oversees budget and program management for the G-2 to include preparing for and representing the G-2 at the Command PBAC.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must obtain and maintain a Top Secret security clearance with Sensitive Compartmented Information (TS-SCI).
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military Affairs Desk Officer (MADO) Security In-Processing (SIP) process.]
  • This is an emergency essential position that ensures the success of combat operations or supports essential combat systems after a mobilization, evacuation order, or other military crisis.
  • May be required to deploy, on very short notice, to potentially high-threat, hostile OCONUS environments and to undergo specific training and immunization requirements as appropriate for OCONUS deployments.
  • Must pass a medical examination and receive required immunizations for the overseas/deployed location.
  • May be required to perform duties under austere and potentially hazardous conditions during exercise and real-world crisis deployments.
  • Position also requires travel, CONUS and OCONUS, as well as frequently extended duty with long hours under high pressure and generally high-risk job responsibilities.
  • Key and E-E personnel must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action.
  • Must be willing and able to work flexible schedule, may include weekend and holidays.
  • Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
  • Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one (1) year of experience which prepared you to do the work in this job. Specialized experience is defined as experience developing long-range Intelligence and Security strategic plans, policies, and techniques; analyzing broad directives from higher authority on Intelligence, Security, and Counterintelligence programs and resources and making adjustments to ongoing programs; and/or managing and implementing new or unique Intelligence and Security programs. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-14).

0080 - Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

0132 - Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
