Serves as the District's OWCP Coordinator. Deals directly with OWCP, MSHA OWCP, Office of Safety and Health, and employees of all levels to resolve questionable or complicated claims as well as routine claims. Provides technical advisory and support services in the area of Workers' Compensation to all District employees. Providing proper forms to claimants, performing job analysis to ensure accurate return to duty job offers are made alerting Headquarters of potential fraud and cooperates/assists in subsequent investigations and coordination to explore all the various issues/options for the case at hand. Conducts program analysis to determine activity trends and compliance with program requirements. Advises management on potential problems such as patterns of leave usage and injuries or other indicators of possible program abuse. Maintains close surveillance of each compensation claim through medical reports and other informational sources. Maintains complete District Office documentation on each case. Maintains database to track various cases or OWCP programs. Develops and explores the possibility of limited duty for claimants returning to work from periodic rolls to ensure keeping compensation costs to a minimum. Works with OWCP Rehabilitation, Equal Employee Office (EEO), and the Civil Rights Center (CRC) to effect vocational rehabilitation and placement. Reviews Periodic roll recipients to ensure cases are kept current and ascertains the medical certification is current. Controverts and/or challenges those claims considered questionable. Coordinates accident investigations showing signs of possible fraud/abuse and ensure that appropriate agencies are informed of the findings. Administers and manages the Fitness-for-Duty and pre-employment physical requirements. Schedules fitness-for-duty and pre-employment physical examinations and annual audiograms, obtaining additional information if required. Works with Medical Review and OWCP to clear employees for duty. Maintains the OSHA log for the District and keeps managers and supervisors advised of current injury/illness experiences for the District. Tracks eligibility for safety awards. Serves as an active member of the District's Accident Review Board (ARB), in accordance with MSHA's Administrative Policies and Procedures Manual. Prepares and delivers presentations at staff meetings, supervisors' meetings, safety meetings, etc., regarding injury/illness experiences, claims processing and other related topics. Serves as a management representative at OWCP hearings as needed. Provides information, forms and assistance to employees regarding disability retirements, eligibility requirements, return to work and reassignments. Provides assistance in areas of concern to the Administrative Services function and performs analytical studies and develops reports to show program accomplishments, objectives met and overall effectiveness of current programs. Assists in managing the personnel transactions and FTE associated with the staffing program throughout the District. Coordinates all personnel action requests and related material originating from the District such as appointments, promotions, retirements, separations, etc. Maintains a "tickler" file and accordingly notifies supervisors of the need for specific personnel actions so that timely submittal is properly effective. Conducts orientation and administers the oath of office for new employees entering on duty. As required, instructs new employees on completion of forms. Explains the Retirement Act, leave benefits, life insurance, etc. Provides personnel/staffing activity reports to the District Manager, AO, and headquarters. Maintains current personnel rosters with employment information. Maintains operating office personnel records for bargaining and non-bargaining unit employees, correspondence files, etc., necessary to meet MSHA, Departmental and/or Office of Personnel Management reporting requirements. Responsible for the maintenance and updating of various personnel documents and databases. Maintains current knowledge of employee benefits. Independently coordinates Open Season and assists employees with meeting deadlines imposed during Open Season. Counsels employees and answers questions regarding employment, pay, fringe benefits, retirement benefits, and innumerable other FPM regulations. Considerable tact, judgment, and confidentiality are required in responding to questions and resolving employee personnel and pay related discrepancies/problems confidential. Maintains and operates a notification and reminder system for preparation of performance appraisals, orientation completion, LMR meetings, and any other programs requiring monitoring.
