STATEMENT OF DUTIES
The Chief Statistician, together with the Division Director and Deputy Division Director, leads overall strategic planning and policy-setting for the National Center for Science and Engineering Statistics
(NCSES), exercising principal responsibility for developing and executing policies and practices in the areas of survey methods, statistical standards, data quality, data access, disclosure avoidance, and survey innovation. The incumbent implements the requirements of the Confidential Information Protection and Statistical Efficiency Act (CIPSEA) and NSF's confidentiality legislation and is the Senior Statistician within the National Science Foundation as well as NCSES and is recognized as the foremost technical resource in the agency.
NCSES is designated by the Office of Management and Budget as one of thirteen principal statistical agencies within the Federal government and has as its prime objective the development of both statistical data and analytical information on the U.S. science and engineering enterprise, including research and development; the science and engineering workforce; U.S. competitiveness in science, engineering, technology, and R&D; and the condition and progress of STEM education in the U.S. In fulfillment of its mission, NCSES conducts large-scale statistical surveys, special studies, and complex analyses. NCSES is also responsible for producing the biennial Science and Engineering Indicators report for the National Science Board as well as other congressionally mandated products. Its data and analyses are disseminated to a broad range of clients using the latest technologies and data access mechanisms. NCSES accomplishes its work through a combination of in-house performance and contractual arrangements.
Along with the Division Director and Deputy Division Director, the Chief Statistician maintains statistical oversight and preserves statistical integrity and efficiency of NCSES’ survey operations, advances survey methods employed in the Center’s data collection programs, ensures statistical rigor in data collection, analysis and reporting, acts to protect privacy and ensure confidentiality by establishing and implementing appropriate disclosure avoidance protocols, develops license agreements with researchers to permit access to restricted use data and provides oversight of those researchers and strives to expand the Center’s use of administrative/unstructured data to enhance and supplement NCSES’ survey and analytic activities. The Chief Statistician supervises and manages assigned staff, recommending personnel staffing requirements, determining position responsibilities, preparing hiring materials, and making hiring selection.
The Chief Statistician represents NCSES to relevant external groups, fosters partnerships within SBE, the research community and the Federal statistical community, and with other Divisions, Directorates, Federal agencies, scientific organizations, international bodies and relevant professional associations and the academic community.
It is NSF policy that NSF personnel employed at or IPAs detailed to NSF are not permitted to participate in foreign government talent recruitment programs. EXECUTIVE/MANAGERIAL (E/Ms): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the E/M qualifications. 3. Results-Driven Leadership. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this E/M is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. Business Acumen. This core qualification involves the ability to manage human, financial, and information resources strategically.
5. Building Coalitions. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, non-profit and private sector organizations, foreign governments, or international organizations to achieve common goals.
PROFESSIONAL/TECHNICAL (P/Ts): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the P/T qualifications. You must address each P/T qualification separately.
Mandatory
1. Demonstrated knowledge or experience with the requirements of the Confidential Information Protection and Statistical Efficiency Act, the protection of and access to confidential survey data, federal program evaluation, and knowledge of other laws, policies, and practices and procedures surrounding the federal statistical system (e.g., implementation of the Foundations for Evidence Based Policymaking Act of 2018).
2. Experience leading one or more aspects of a large, complex statistical, analytic or research organization.

Professional experience in: 1) applying social science theory to support the publication of relevant, reliable and timely information, and 2) assessing alternative data sources including various forms of administrative data, web-based crowd-source data, or other forms of unstructured or organic data
When responding to the P/T and E/M qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the E/Ms and P/Ts.

The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions. New appointees to the SES are required to serve a one-year probationary period.
Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM).
