The incumbent provides analysis and advice to management on the evaluation of the effectiveness in the areas of organizational planning, workflow, business rule integration, information management and evaluation and will conduct analysis of internal programs.
The incumbent participates in reviews of policies, standards and procedures used by the SRM Division to support the various evaluation programs employed by Flight Standards. He/she assists in directing and controlling the evaluation programs assigned to the branch. He/she will participate in efforts to modernize the internal audit and evaluation programs of Flight Standards through in depth research, process revisions, and working interdependently with working groups with membership across the Flight Standards.
Other duties include assisting in the maintenance of the master audit plan and the audit and evaluation schedules, including scheduling of audtiors and rescheduling audits. The incumbent will track the qualification and currency of auditors; while preparing evaluation paperwork in compliance with documented processes. He/she will assist in the control of master documents including job aids, briefings and phone lists, have control to post to the branch/division Sharepoint, perform quality reviews of audit/evaluation packages, quality review of generated corrective actions while supporting job aid managers in maintaining job aids. He/she will assist in maintaining FSEP data and reporting on FSEP results.
Develops, coordinates and prepares inputs to long-range planning, documents and conducts extensive research of audit/evaluation program information and data.
Refers problems and work issues to a manager, project/program manager, team leader, or more experienced professional when guidelines are not available or applicable. Work typically is reviewed frequently during assignments and at completion to ensure timeliness, policy compliance, and alignment with the requirements of projects and/or other work activities. Work activities typically support the organizational unit and may affect project/program objectives for the more subdivision and the LOB/SO. The work may affect internal and external customers.
To qualify for this position, applicants must have at least 52 weeks of specialized experience at the next lower grade level of FV-F/GS-5/7/9 that equipped the applicant with the necessary knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: experience assisting with aviation safety audits, evaluations, investigations, and inspections; reading, interpreting, and summarizing information for continued improvement based on Safety Management System (SMS) and/or Quality Management System (QMS) principles; providing strategies for development, implementation and evaluation of Knowledge Services Network (KSN) sites for tracking program areas; developing and conducting briefings.
Applicants can qualify based on substituting education for experience. At the Pay Band G level, applicants can substitute successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Applicants can qualify based on a combination of education and work experience.
