The Human Resources Business Partner (HRBP) supports complex organizations which may be defined as those with evolving STEM and research funding requirements, significant diversity in occupations and missions, intricate organizational structures, and high level of customer engagement with HRM.
The HRBP works closely with the assigned organization’s top management to develop a strategic human resources model that supports the Agency functions and work tasks assigned to these organizations. Incumbent will also partner with the HRM Leadership Team, Subject Matter Experts, HR Specialists and Analysts, and Agency Stakeholders to develop a comprehensive strategic business plan and to oversee its implementation. Specifically:
Provide expert management consultative services involving the full spectrum of Human Resource (HR) functions (e.g. talent acquisition, hiring strategy and placement, employee performance, employee and labor relations, learning and development, organizational design and development, workforce planning) and Business Management functions to perform a key role in rendering advisory services regarding the overall business strategy of the assigned organization.
Works directly with an organization's senior leadership to develop approaches to complex HR issues. This is accomplished by attending regularly scheduled meetings in the various organizations. The HR business partner’s primary role is to work with the senior leadership team and with department managers to help guide and communicate overall HR strategy.
Develops guidance, procedures, and standards for new and/or changing program areas. Assures that all policy, regulatory and program issuances are properly integrated with other staff actions and are thereby fully supportive of the NSF mission requirements, equal employment opportunity objectives and the Federal merit system. Analyzes and evaluates program execution; recognizes problem areas; and originates solutions to complex and unusual issues.
Applies a wide range of qualitative and quantitative methods to the management of complex administrative programs characterized by boundaries that are extremely broad and difficult to define as a recognized expert.
Serves as a seasoned consultant in delivering human resource and business management solutions on complex management and administrative issues by isolating and defining unknown objectives. Renders expert advice and policy interpretation and applies detailed understanding of the organization's environment to align human capital with business solutions in the organization. Proactively uses data analytics (data analysis, trend identification, and diagnosis through critical questions) and business knowledge to identify needs and opportunities regarding complex HR issues.
Develops strategies for improving organizational effectiveness that meet the desired objective of management by capturing the interrelated HR and management objectives. Communicates independently with business partners to provide feedback on solutions to meet their needs.
Reviews, analyzes, and evaluates the effectiveness of NSF HR programs to meet organizations business management needs. Identifies improvement needs in the programs and implements adjustments to meet those needs. Develops methods of measurement to provide accurate assessments of HRBP programs against benchmarks and established short and long-range objectives.
Partners with an internal team of HR Advisors and subject matter experts for a variety of in-depth and complex HR services by facilitating communication and understanding of organization goals and potential HR solutions for business partner needs. Serves on NSF-wide and HRM-wide teams to design, develop, and evaluate new broad and complex NSF programs or policies and develop implementation strategies for Human Resources and Business Management programs. May serve on agency-wide working groups that require HRM representation.
Develops and implements processes and clear action plans to ensure a results-oriented focus and maintains quality and timely communication with HR business partners and stakeholders.
Proactively identifies opportunities for improvement within HRM. Develops internal solutions such as process improvements after conducting research and development, benchmarking studies and/or writing white papers.

In addition, qualified candidates must have experience participating with a diverse group of colleagues to complete an HR related project, and providing advice and guidance to customers regarding HR issues.
To qualify at GS-14 level you must have one year of specialized experience at or equivalent to the GS-13-level in the Federal Service performing a variety of HR functions. Examples of specialized experience for this position may include serving as a technical expert in two or more of the following: staffing and classification; performance management; pay, benefits and leave; employee relations and labor relations; employee and organizational development; workforce planning and HR analytics; or human resources policy. In addition, qualified candidates must have experience leading a diverse group to complete an HR related project, and providing technical advice and guidance to customers regarding HR issues.
Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
