The primary purpose of this position is the specialized oversight of Talent Management System (TMS) functions and applications; and supporting employee education programs and administrative processes which serve the facility in delivering, recording, and tracking the education needs and learning outcomes of all Hines VA staff and trainees.

TMS Program Coordination (60%): Regularly involved in education within the organization. Reviews local, national, and VA policies to gather information on education requirements. Develops policy and procedure to use TMS tracking to correlate facility needs with national/federal laws and accrediting agency's requirements. Assures learning is strategically aligned with organizational goals and objectives. Applies extensive familiarity with all TMS Administrative roles and program functions: Assignment Manager, Scheduling Manager, Registration Manager, and Item Manager. This includes entering all course pre-requisites into TMS; utilizing TMS to manage and track facility training compliance. Manages Administrators within own TMS Domain. This includes identifying specialties within the Hospital where continuing education is required or needed and assisting supervisors with resources available for developing employee education plans. Creates courses in TMS using Content Manager System licensure (LCMS), per 508 Compliance. Responsible for leading and managing the Service-Level TMS Administrator Program. Manages and tracks learner needs. Manages information about learning events and products offered locally. TMS software updates ,National TMS Program changes and system troubleshooting.
Employee Education (20%): Course Development: Develops or creates training materials, to include developing computer-based training courses, present classes, or make arrangements for broadcast training. Evaluates multiple courses and/or Programs of Instruction including local, regional, and VA. Troubleshooting duties frequently requires providing problem-solving assistance to, and technical review and leadership over, other employees or other facets of the training organization. Plans and conducts studies which evaluate program achievements and student performance and prepares interpretations of results and recommendations. Studies involve such significant matters as course prerequisites, objectives, contents, instructional methods, etc. Course Modification Performs work involving modification of training courses. Modifies course materials and plan for complex courses Online PDPs, Performance Based Interviewing, and Knowledge, Skills and Abilities
.Conducts studies and performs analyses on course-related subjects. Determine the need for additional subject-matter information and meets with representatives of internal and external organizations in order to obtain it. Develop or adapt new or revised training or testing materials for formal course use. Coordination Activities Performs work related to coordinating projects for the development and implementation of training course or course materials for in-person and e-learning TMS courses. Deals with matters that are controversial or novel, and often complicated by factors such as changing situations and educational developments. Coordinates activities associated with significant matters such the grading system, course prerequisites, objectives and contents, instructional methods, student counseling needs, etc. The incumbent makes and coordinates schedules, ensures equipment and rooms are available, and prepares advertisements for classes. Training Course Delivery Instructs courses in a Program of Instruction. Serves as technical expert in broad, complex subject areas (e.g., TMS, Field Accreditation Service, E-Learning modalities, adult-learning topics). Instructor designs, develops, revises, and conducts courses comparable to graduate school levels (i.e., content and methods, not the length of a course in days, weeks, etc.). Uses a wide range of teaching methods or tools, depending on the students' learning requirements. Courses are unusually broad and highly complex and frequently are in newly emerging or rapidly changing areas (e.g. Talent Management System). Responsible for overall maintenance of assigned courses and determine the need for and initiate changes/updates in course content.
Workforce Development (20%): Utilizes TMS to provide a tailored list of medical specialty courses, specific to workforce professional development needs. Creates Competencies and Competency Profiles within their Domain and then assign them to Users in the Domain. Applies extensive knowledge and experience regarding Accreditations offered by their Domain; applies specific authority granted by local Accrediting Bodies, including VA Employee Education System (EES); serves as an EES Field Accreditation Service Agent-In-Place and is continuously involved in the local FAS Committee.
