Serves as a junior environmental engineer in the Sanitation Facilities Construction Program. The purpose of the position is to perform routine engineering design work for the construction of new or the improvement or modification of existing water, sewer, or waste disposal systems. The incumbent's work has an impact on the adequacy of designs and efficiency of operating equipment and relieves higher grade engineers of more routine work. The position reports to the District Engineer.

As a trainee, responsibilities are performed under close supervision. Evaluates existing sanitation facilities (water, sewer, and solid waste), identifies deficiencies, and prepares draft engineering studies, and reports. Prepares draft project documents for sanitation facilities projects, including project summaries, environmental reviews, and feasibility studies. Collects required information necessary to prepare construction drawings for funded projects, including topographic surveys, existing facilities, soils sampling and analysis. Implements construction activities using outside contractors. Views the work for conformance to contract documents. Provides technical assistance to tribes and other utility organizations. Reviews schematic, construction, and planning drawings and construction specifications prepared by engineers/consultants.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Ability to perform routine engineering design work for the construction of new or the improvement or modification of existing water, sewer, or waste disposal systems through experience and/or education; select and apply engineering principles and concepts; and establish priorities and deadlines for projects.
SELECTIVE FACTOR:
You must possess knowledge of environmental engineering concepts, principles, and practices applicable to the design and construction of water, sewer, and solid waste to evaluate sanitation facilities (water, sewer, and solid waste), identify deficiencies, and prepare engineering studies, and reports, and collect required information necessary to prepare construction drawings. Knowledge must be evidenced with a four year degree in Civil Engineering, Environmental Engineering or Environmental Resources Engineering.
Pathway Recent Graduate Eligibility Requirements:
Recent Graduates must have completed, within the previous two years, a qualifying associate's, bachelor's, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Exceptions are made for veterans, as defined in 5 USC 2108, who, due to military service obligations, were precluded from applying to the Program during the two-year eligibility period described above. These individuals have a full two-year period of eligibility upon their release or discharge from active duty. In no event, however, may their eligibility period extend beyond six years from the date on which they completed their academic requirements.
