Serves as a Branch Manager in the Workforce Development Division. Incumbent is the authoritative representative for the administration and technical direction of a varied team of professionals for the Workforce Development Program Effectiveness Branch. Consistently contributes to the improvement, efficiency, and consistency of operations and processes. Supports the Division in the development, administration, and operation of aviation safety training program plans, policies and procedures for accomplishment of the Division's mission.
Directs the work of subordinate employees and/or managers for multiple organizations and across multiple functions and/or disciplines within a major subdivision. Provides management, direction and oversight for the planning, direction, and execution of work to a team of employees performing Program Effectiveness including training content and instructor evaluations, training program effectiveness and the development of process and metrics. Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training and scheduling of assignments. Responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and the setting of the branch goals and objectives. Defines, acquires and allocates budget, budget, staff and other resources to accomplish
objectives for multiple organizational projects/programs. Applies human relations skills and affirmative action principles within the branch environment.
Provides authoritative advice, guidance and leadership in the formulation, development, and conduct of highly complex, controversial and significant analytical studies and projects for the Division. Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of adult learning theories and concepts, training development and evaluations, identifying, compliling and analyzing program metrics, human resource management, administrative policies and procedures; and a comprehensive understanding of the objectives of the division. Provides strategic direction to executive and
senior level management officials in the development and implementation of sound management and workforce development policies and processes. Applies expert knowledge and leadership to address highly complex and challenging matters relating to the development and implementation of management tools to provide oversight in various program areas.
The incumbent has overall program management responsibilities, including developing concepts, standards, policy, criteria, guidance, procedures, documentation, interpretive materials, and research associated with their programs. Programs relate to complex technical aspects of Aviation Safety Inspector (ASI) technical job functions training, and programs, as well as overall employee, and leadership development. Integrates the work of multiple organizations to meet strategic goals of the Division, Flight Standards, and the FAA. The
incumbent has responsibility for conducting analysis of the appropriateness and effectiveness of Division programs, development, coordination, and monitoring of Division responses to industry, other agencies, Congress, the public and international aviation organizations. Work is governed by established policies, procedures, and organizational objectives, which leave considerable room for discretion.
To qualify for this position, you must demonstrate in your resume that you possess one year of specialized experience equivalent to the next lower grade/pay level (FG-14/FV-J) in the Federal service. Specialized experience is experience which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to the next lower grade in the normal line of progression for the occupation in the organization.
