Serves as a technical specialist to develop new or innovative concepts and approaches to systems, programs and policies or serves as a senior project manager or team leader for large, challenging work activities. Performs work requiring agency-wide leadership for highly complex and challenging tech activities associated with analyzing, designing, modifying, developing, installing, repairing, fabricating, maintaining, or evaluating the most complex systems for which the FAA is responsible. He/she performs frequency management and Radio Frequency Interference (RFI) resolution to provide interference free service to wireless systems in the NAS.
Applies experience and comprehensive tech knowledge of the capabilities, limitations, operations, design characteristics, and functional use of a variety of types and models of electronic equipment and systems to develop new concepts, systems, or innovative approaches and to identify and resolve complex issues that often cross organizational boundaries. Applies knowledge and skills to protect NAS frequencies from interference and to resolve RFI cases. Uses tech knowledge of complex systems and/or emerging technology, systems interrelationships and management of the National Airspace System (NAS). Uses automated radio frequency management tools such as FAA developed Automated Frequency Manager (AFM), Airspace Analysis Module (AAM), Radio Coverage Analysis System (RCAS), IPredict, and Microwave Spectrum Analysis Models (MSAM). Resolves unique tech problems without managerial intervention, provides coordination and suggests solutions.
He/she is a principle tech specialist on legacy and newly developed wireless systems within a large facility or multiple facilities over a large geographical area. Utilizes knowledge of spectrum engineering policies, procedures and guidelines to analyzes and evaluates diagnostic and system parameter data from multiple systems that are integrated to support a network of services or service products to correct spectrum engineering radio frequency interferences, frequency assignments and timely restoration of equipment, systems or services within the NAS. Additional responsibilities include the management, integration, restoration, testing, and evaluation of new advance wireless services or service components, hardware/software systems and processes. Applies tech knowledge to protect the integrity of all component and systems and wireless services to ensure NAS service delivery.
Plans, coordinates, and performs work with a high degree of independence, keeping the supervisor advised of only the most critical issues. Carries out work in accordance with overall plans and objectives of the organization, resolving problems as they arise and making adjustments as necessary to deal with unanticipated situations and organizational needs. Develops plans, techniques, and policies to address current or anticipated problems and issues.
Monitors other employees time as a project or team lead. Identifies and justifies the resources needed such as materials and equipment to accomplish projects and tracks the use of project resources. Provides policy guidance and instruction to FAA employees, contractors, other field technicians, and other organizations as needed. Assists the team, in providing guidance and support for wireless service interruptions or the addition of wireless services in the NAS systems or regional offices.
Contacts are both internal and external to the FAA. Represents the FAA as a senior tech authority for major projects, programs, and other work activities. Contacts are to provide tech guidance and direction for multiple systems, advice for interpretations of spectrum policies and guidelines. Meets and consults with representatives of external organizations such as the Department of Defense (DOD), Federal Communication Commission (FCC), and others to resolve problems of mutual concern and to obtain cooperation and action favorable to the FAA.
SPECIALIZED EXPERIENCE: To qualify for this position at the FV-J (GS/FG-14) pay band level, all applicants must demonstrate one full year (52 weeks) of specialized experience equivalent to the next lower pay band level FV-I (GS/FG-13). Specialized experience for this position is experience which is in or directly related to, the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of that position. Specialized experience for this position includes: Experience investigating Radio Frequency Interferences (RFI), and providing resolution and prevention services within the NAS systems.Experience with automated radio frequency management tools such as FAA developed Automated Frequency Manager (AFM), Airspace Analysis Module (AAM), Radio Coverage Analysis System (RCAS), IPredict, and Microwave Spectrum Analysis Models (MSAM).
