Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):
--Skills to analyze complex resource issues and to formulate biological conclusions and develop recommended service positions for conservation and protection of marine mammal resources.
--Skills to communicate orally to present biological reports, briefings, scientific papers, and otherwise effectively represent the Service.
--Knowledge of applicable laws and statutes in order to provide guidance on complex migratory bird conservation issues.
--Ability to coordinate complex natural resource management programs within the Service, with State and Federal agencies, public and private groups with opposing viewpoints, and with scientists and academicians.
--Skills to communicate in writing to write biological reports, briefings, scientific papers, project proposals, and draft internal policy directives.
--Expert knowledge of, and field experience in, migratory bird management; and an understanding of complex ecological issues regarding migratory bird conservation.
--Comprehensive knowledge of the complexity of issues pertaining to incidental take of migratory birds including limitations of existing regulations and ability to work with Federal agencies and non-typical partners (e.g., power companies, renewable energy companies), in developing guidelines, policies, conservation measures and other mechanisms for reducing impacts of incidental take.
