This position is in the Office of Program Administration, Western Federal Lands Highway Division (WFLHD), Federal Highway Administration (FHWA), Vancouver, WA. The WFLHD is responsible for administering the Federal Lands Highway (FLH) program throughout a 6-state area. You will serve as WFLHD authority on transportation planning issues. The incumbent is primarily responsible for supporting the implementation of FLH program-related, systems-level transportation planning activities.
Summary

At the full performance level, the Community Planner:
Participates with the Planning Engineer to ensure that the Federal Lands Highway Program transportation planning requirements are being met by Federal Land Management (FLM) partner agencies.
Participates with the Planning Engineer in the coordination of transportation planning activities with FLM partner agencies or as requested by FHWA management.
Completes or manages the completion of planning studies, which may include traffic data collection and analysis including GIS, origin-destination surveys, land use planning capacity analysis of highways and alternative transportation systems, congestion management, and intelligent transportation systems applications.
Assists the Planning Engineer to ensure that Transportation Improvement Plan (TIP) is technically complete and adequate and they are in compliance with regulations, and provides technical advice relative to the development of TIP to FLMA, and Program Engineers.
Develops and maintains contacts with Federal, State, and local officials and organizations concerned or involved in WFLHD programs and attends various meetings as WFLHD representative.
The ideal candidate will be an early to mid-career transportation planner with a specialty in long-range transportation planning, conducting transportation studies and analysis, and utilizing geographic information systems. The ideal candidate will be shaped by education and experience using a multi-disciplinary approach to problem solving. The ideal candidate will be comfortable working with a number of federal land partners and FHWA staff to achieve success.

Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or experience qualifications for the grade at which you are requesting consideration.
To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:
Experience reviewing transportation products/documents and preparing comments and recommendations.
Experience providing advice and guidance on transportation planning.
Experience researching information and collecting data for transportation documents.
To qualify for the GS-09 on Education alone, you must have at least 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
Experience with concepts, principles, and practices to collect and analyze data for highways and alternate transportation systems.
Experience coordinating transportation planning efforts with partner agencies in order to evaluate current land management, development, and transportation plans.
Experience using Geographic Information Systems including collecting, analyzing and interpreting data for inclusion in transportation planning documents.
To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience in integrating planning aspects into a transportation planning process, and include experience with multiple transportation modes.
Experience leading transportation efforts and coordination among a number of stakeholders to develop long and short-range transportation plans.
Experience using Geographic Information Systems to integrate transportation planning and other planning data into transportation plans and studies.
You cannot qualify on education at the GS-12 level; you must have experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Public Planning - Knowledge of functions, principles, methods, and techniques of public planning, including those related to community planning, outdoor recreation planning, and natural resource management, such as demand forecasting, environmental impact analysis, financial forecasting, and land use planning and zoning.
Transportation Engineering - Knowledge of the concepts, principles, theories, and methods applicable to planning, designing, and constructing of transportation systems including traffic analysis, signal analysis, highway capacity, pavement design, bridge construction, planning of transportation projects, environmental analysis of transportation facilities, and transportation network analysis.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience.

In order to qualify for this series, you must meet the following education/experience requirements:
You must have completed a full 4-year course of study at an accredited college or university leading to a bachelor's or higher degree in community planning or a related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance, from an accredited college or university.
Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
You must have a combination of education and experience--courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.
The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
