The Systems Accountant performs multiple, varying and complex assignments within the Systems Development Support Section (AMK-214) in the Financial Systems Support Unit. Under the minimal direction of a manager or other experienced professional he/she provides functional systems support, to include design, testing, implementation, upgrade and maintenance of the FAA's integrated Oracle Federal Financial system. Ensures data and operational integrity of the FAA's systems and associated interfaces.
Applies experience and comprehensive knowledge applicable to the System Development Life Cycle (SDLC) which is critical to conduct functional activities for systems development/projects. Identifies and resolves challenging problems that often cross organizational boundaries and impact the accomplishment of strategic objectives. Provides guidance to less-experienced professionals; leading small project/program teams; prepares and reviews management reports; develops and recommends improvements to systems and processes to improve operational efficiency.
Incumbent analyzes processes for the planning, design, and implementation of new and improved information systems to meet business requirements of customer organizations. Analyzes functional requirements for system development activities for enterprise systems development, implementation, and maintenance for feasibility and global impact. Develops project management plans for detailed execution of systems, projects, and/or enhancements to ensure projects are completed on time and within scope.
Incumbent coordinates the identification, scheduling, and definition of the functional system design, development, and associated service requirements in support of enterprise systems by communicating with stakeholders to ensure system development requirements are met. Executes system testing, reliability of financial reporting, and compliance with applicable laws and regulations as defined in OMB Circular, A-123, Management’s Responsibility for Internal Control to ensure program applications are performing to specifications.
Provide functional design concepts for development of training materials for enterprise systems by updating Tutor documents and providing any additional training needed to support system development. Reviews the work of other systems accountants and escalate issues to management that are identified in the planning, design, and implementation of information systems.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to develop new approaches.
BASIC REQUIREMENTS: Bachelor's Degree in Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
OR
COMBINATION OF EDUCATION AND EXPERIENCE - At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1) Twenty-four semester hours in accounting or auditing courses of appropriate types and quality. This can include up to 6 hours of business law;
2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement as stated above, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b)a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
IN ADDITION TO THE ABOVE BASIC REQUIREMENT you must demonstrate in your application that you possess at least one year of Specialized Experience equivalent to the next lower level FV-H(FG/GS-12). Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position.
SPECIALIZED EXPERIENCE may include but is not limited to: reconciling general ledger budgetary and proprietary accounts, and general ledger to subsidiary ledgers; analyzing and interpreting financial data in resolving accounting problems; experience in financial systems; planning, coordinating and executing modifications to accounting program operations; participating in decision-making sessions and advising program managers on regulatory requirements related to accounting; preparing quarterly and yearly Federal Financial statements using an automated accounting system.
