Duties

Help

Performs a mixture of routine, multiple and varying assignments under the limited direction of a manager, program manager, project lead, or more experienced engineer to identify and analyze problems or system malfunctions and support the development and implementation of solutions. Will report to a team or sub-team manager and work on assignments, project status, and communication with stakeholders. He/she works with a team of engineers and other technical specialists. Provides computer scientist support in the systems engineering function for NAS radar and digitizers systems.

Applies experience and detailed technical knowledge of C and embedded C++ for software. Follows established NASE processes and supervisory instructions for maintaining systems hardware, firmware, and software. He/she follows establish NASE processes and supervisory instructions in support of facilities throughout the NAS. He/she tests and assists in the implementation of changes to the national systems baseline configurations. Monitors performance and reliability of systems. Analyzes performance results and acts as an individual contributor and/or team member in recommending system adjustments or enhancements. He/she will diagnose and correct system problems and/or failures. Work is reviewed periodically during assignments and at completion to ensure timeliness and technical compliance with the requirements of the project or other work activity. Assists in identifying needs for functional improvements or system enhancements using statistical and empirical information. Uses prescribed guidelines to complete necessary user and technical documentation to support maintenance processes. Follows established change management practices to coordinate changes with affected stakeholders.

He/she assists in the development of project plans, budgets, and schedules. Assist manager or more experience staff in identifying resource requirements, defining milestones and deliverables, monitoring activities, and providing progress reports. Utilizes project management techniques to ensure that each project has a project plan and a budget, which aligned and tracked with the team's budget and goals. Work involves analyzing user requirements, monitoring systems to correct and prevent problems for optimal performance, and providing customer support for critical operational NAS systems. Results of the work enable user organizations to accomplish mission requirements in the most efficient manner possible through optimal application of computer science. Demonstrates some independence in planning time and using assigned resources to perform tasks, complete small projects, and integrate and coordinate work with users and related functions, resolving most routine systems issues that arise.

Keeps supervisor informed of progress, potentially controversial matters, and unresolved issues. Established policies and procedures provide guidance for most assignments but allow some discretion to select the most appropriate approach. Refers problems and work issues where supervision is not available or applicable to a supervisor or more experienced engineer. Contacts are primarily internal with some contact with contractors, customers, and external organizations. Contacts are typically intend to share information, providing data and/or written analyses, and discussing the status of work assignments, issues, or problems.

Qualifications

Reference the OPMs Individual Occupational Requirements for the Computer Science Series, 1550, in conjunction with Group Coverage Qualification Standard for Professional and Scientific Positions.

BASIC REQUIREMENT: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. Evaluation of Education: Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.

IN ADDITION TO THE ABOVE BASIC REQUIREMENT:

TO QUALITY AT THE FV-H (FG/GS-10-12 LEVEL, you must demonstrate possession of at least 1 year of specialized experience equivalent to the FV-G (FG/GS-05-09). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE may include but is not limited to: Experience providing maintenance support of National Airspace System (NAS) digitizer radar systems. Experience monitoring performance and reliability of systems and diagnosing system problems/failures for management resolution.
