As an Interdisciplinary Ecologist OR Mathematical Statistician, you will perform the following duties (Official Title will be determined based on the qualifications of the selectee):

  • Participate in the Cetacean Research Program focusing on data collection, survey design, and population assessment analyses for marine mammals.
  • Study marine mammal populations, including estimating abundance or other life history characteristics for cetaceans using distance sampling, mark-recapture, and other statistical approaches.
  • Create data extractions, post-process data, evaluate scientific data, review test results and reports, and report on misinformation in data to open further investigation.
  • Collaborate with Pacific Islands Region (PIR) agencies, NOAA Fisheries, and stakeholders by providing advice and research on issues related to marine mammal ecology, abundance and distribution, and management needs.
  • Develop and present stock assessment models and analyses at meetings, and publish in peer-reviewed journals.

NOTE: These duties are described at the full performance level of the ZP-3, the ZP-2 is developmental leading to such performance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-2 is equivalent to the GS-07/09 grade levels, however is only being advertised equivalent to the GS-09 grade level. The ZP-3 is equivalent to the GS-11/12.

College Transcript:  If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. CONDITION OF EMPLOYMENT: The incumbent must be able to operate a Federal motor vehicle to conduct field or vessels operations.

PHYSCIAL REQUIREMENT: The incumbent must be able to conduct field or vessels operations for up to 1 month per year, and may work outdoors, on sea-going vessels, and in potentially harsh weather conditions.

Qualifications

BASIC REQUIREMENTS: This position may be filled in either of the below series (0408 or 1529). Each series requires applicants to meet a Basic Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

To qualify at the 0408 series:

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

Degree: biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.

OR

To qualify at the 1529 series:

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:

A. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

or

B. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

-AND-

SPECIALIZED EXPERIENCE: 

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. 

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-2 or GS-09:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-07 in the Federal service. Specialized experience MUST include all of the following:

  • Assisting with wildlife population assessment analyses or marine ecosystem research ; and
  • Contributing to mathematical and statistical approaches to analyze wildlife population dynamics or ecology.

OR

SUBSTITUTION OF EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.         

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.

NOTE: Only graduate education in excess of one year is qualifying for combination.

To qualify at the ZP-3 or GS-11:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:

  • Conducting wildlife population assessment analyses or marine ecosystem research ;
  • Utilizing statistical methods and mathematical models to analyze wildlife population dynamics or ecology; and
  • Assisting with publications for peer-reviewed journals and presenting scientific products at conferences and meetings.

OR

SUBSTITUTION OF EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.      

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.

NOTE: Only graduate education in excess of two years is qualifying for combination.

Additional information

You will be evaluated for this job based on how well you meet the qualifications above.
